Castle Rock National Wildlife Refuge, CA

From USFWS National Wildlife Refuge System:

Castle Rock National Wildlife Refuge, CA, a 14-acre island about a mile off the Pacific Coast near Crescent City, is a haulout for resting marine mammals, including harbor seals. Harbor seals stick to familiar haulout sites, generally rocky areas where they are protected from adverse weather and predators. But Castle Rock Refuge is known for more than harbor seals: It is the second largest seabird breeding colony along the California coast, hosting more than 100,000 birds.
