EPA to Work with Drinking Water Systems to Monitor Unregulated Contaminants

WASHINGTON – The U.S. Environmental Protection Agency (EPA) today published a list of 28 chemicals and two viruses that approximately 6,000 public water systems will monitor from 2013 to 2015 as part of the agency’s unregulated contaminant monitoring program, which collects data for contaminants suspected to be present in drinking water, but that do not have health-based standards set under the Safe Drinking Water Act.

EPA will spend more than $20 million to support the monitoring, the majority of which will be devoted to assist small drinking water systems with conducting the monitoring. The data collected under the Unregulated Contaminant Monitoring Rule 3 (UCMR 3) will inform EPA about the frequency and levels at which these contaminants are found in drinking water systems across the United States and help determine whether additional protections are needed to ensure safe drinking water for Americans. State participation in the monitoring is voluntary. EPA will fund small drinking water system costs for laboratory analyses, shipping and quality control.

The list of contaminants to be studied includes total chromium and hexavalent chromium, also known as chromium-6. Addressing hexavalent chromium in drinking water is a priority for EPA Administrator Lisa P. Jackson. In January 2011, EPA issued guidance to all water systems on how to assess the prevalence of hexavalent chromium and in the March 2011 proposal for UCMR 3, EPA invited comments on whether the agency should include chromium in the final rule. Public comments received by EPA were strongly supportive of adding total chromium and hexavalent chromium for monitoring.

“The monitoring that will take place will provide EPA with invaluable information about what municipalities are seeing in their drinking water all across the country,” said EPA acting assistant administrator for Water Nancy Stoner. “The results of this multi-year monitoring effort will help inform EPA’s work to ensure Americans receive safe drinking water.”

EPA selected the contaminants by first reviewing the agency’s contaminant candidate list, which highlights priority contaminants that need additional research to support future drinking water protections. The contaminants on the list are known or anticipated to occur in public water systems. However, they are not addressed by existing national drinking water standards. Additional contaminants of concern were selected based on current occurrence research and health-risk factors.

EPA has standards for 91 contaminants in drinking water, and the Safe Drinking Water Act requires that EPA identify up to 30 additional unregulated contaminants for monitoring every five years.

Progress Energy implementing post-Fukushima lessons learned

RALEIGH, N.C. (March 8, 2012) – In the year since the tsunamis that caused accidents at nuclear power plants in Fukushima, Japan, Progress Energy has worked with the U.S. nuclear industry, the Nuclear Energy Institute and global resources to understand the events and implement changes to make the company’s plants even safer and better protected.
The company’s response includes in-depth inspections and analyses, physical changes, additional equipment to monitor and respond to potential emergencies, and plans for additional safety and security initiatives.
Progress Energy Chief Nuclear Officer James Scarola has been named as a special liaison for the U.S. nuclear industry’s Fukushima response. In that role, Scarola is helping lead the continuing effort to analyze lessons learned from the Fukushima events and response, and work with regulatory agencies, the industry and other stakeholders to implement enhancement plans at each of the nation’s 104 commercial nuclear plants.
Immediately following the March 11, 2011, accident at Fukushima Daiichi, Progress Energy conducted thorough inspections at each of its four nuclear sites located in the Carolinas and Florida. Plant personnel reviewed each plant’s emergency-response capabilities, written procedures and engineering specifications to verify each site’s ability to respond in the unlikely event of station blackout or record flood.
In 2012, Progress Energy is working to establish industry best practices and improve the safety standards and margin. The U.S. approach to safety at nuclear power plants is based on three layers of safety: protection, mitigation and emergency response. A revised strategy represents a significant expansion of the second layer — the ability to protect the plant and public in extreme external events that may exceed those for which the plant was designed.
Meanwhile, the nuclear industry is in the process of reanalyzing natural disasters, including earthquakes and flooding, to assess the state of readiness in light of the Japan events. U.S. nuclear companies are also adding emergency equipment, such as portable pumps and generators, to perform key safety functions if off-site electrical supplies and several backup power sources are lost to permanently installed safety systems due to natural and/or man-made causes.

Among the additional pieces of equipment, Progress Energy is adding, at each station, a high-capacity pump to maintain the ability to cool the reactor core in an unlikely accident, additional diesel generators for power restoration to critical equipment, and other associated support components (i.e., lights, fans, small generators, direct-current power supplies, pre-staged tool kits, fuel transfer equipment, hoses, cords, fittings, etc.). These systems and pieces of equipment are in addition to the numerous layers of safety measures and systems previously in place.

U.S. EPA Fines Fremont facility $62,500 for Hazardous Waste Violations

SAN FRANCISCO—The U.S. Environmental Protection Agency fined Western Digital Corporation, a wafer fabrication facility that generates large quantities of hazardous wastes including solvents, acids and sulfates, $62,500 for the improper management of hazardous waste at its Fremont facility.

A 2010 inspection at Western Digital Corporation uncovered violations of federal standards governing the handling and storage of hazardous waste. In this case, the facility manufactures    components used to make hard drives, using a variety of hazardous materials.  Among the  violations were failure to properly label and seal containers, failure to control tank emissions, failure to adequately train personnel, failure to monitor equipment, failure to provide an adequate contingency plan, and failure to provide a leak detection system,

Under the EPA’s Resource Conservation and Recovery Act program, hazardous substances must be stored, handled and disposed of using measures that safeguard public health and the environment.

Navy correct violations and settles with EPA for nearly $161,000.

(Seattle—Jan. 17, 2012) Naval Base Kitsap Bangor failed to properly monitor pipes and underground fuel storage tanks for leaks on its property in Silverdale, Washington in violation of federal laws that protect groundwater, according to a settlement with the U.S. Environmental Protection Agency. The Navy will pay nearly $161,000 in fines.

“EPA is working hard to restore Puget Sound and fuel leaks near the shoreline could seriously set us back,” said Peter Contreras, Manager of the Ground Water Unit in EPA’s Seattle office. “Nearby communities also rely on groundwater for drinking water, so preventing releases protects both Puget Sound and public health.”
The violations occurred between 2006 and 2010. The holding capacity of the inspected tanks ranges between 170 gallons and 45,000 gallons.

The Navy has 53 underground storage tanks on the base it uses for storing diesel, used oil and gasoline. EPA inspectors identified 37 violations including failure to properly monitor the tanks and pipes for leaks; failure to have the proper leak detection equipment installed for the pipes; and failure to provide an adequate alarm system to prevent delivery drivers from overfilling the tanks.

Leaks from underground storage tanks allow toxic fumes and vapors to escape and collect in areas such as parking garages or basements where they can cause explosion or respiratory illness. Toxic contaminants can also leak into groundwater sources that people depend on for drinking water. Regularly monitoring tanks and pipes minimizes contamination risks.

To detect leaks quickly, underground storage tanks must be monitored monthly and the pipes must be equipped with a leak detector and tested annually or monitored monthly.  The Navy had the appropriate monitoring equipment in place at most of the sites, but failed to check the monitors on a monthly basis and document that the tanks and pipes were not leaking.

Since the 2010 EPA inspection of the base, the Navy has corrected the violations. The Navy has agreed to provide EPA with documentation showing it is in compliance with proper monitoring.

The Resource Conservation and Recovery Act and requires owners of underground storage tanks to regularly monitor their tank systems for leaks.
