EPA Awards Over $1.1 Million to Assist In Restoration of Coastal Habitats

(DALLAS – August 31, 2012) The Environmental Protection Agency has awarded the Louisiana Universities Marine Consortium and the Coastal Bend Bays and Estuaries Program $597,333 each to assist in the restoration of disappearing coastal habitats along the U.S. Gulf Coast in Louisiana and Texas.

The National Estuary Program (NEP) was established by the federal Clean Water Act to protect and restore water quality and ecological integrity of estuaries. The Clean Water Act requires each National Estuaries Program to develop and implement a Comprehensive Conservation and Management Plan (CCMP) to address water quality, habitat, and living resources challenges within the estuary watershed.

Currently 28 estuaries along the Atlantic, Gulf, and Pacific coasts and in Puerto Rico are under the NEP. Each estuary’s program focuses its work within a particular place or boundary which includes the estuary and surrounding watersheds.

The Louisiana Universities Marine Consortium will use the funds to implement the CCMP outlined in the Barataria-Terrebone National Estuaries Program annual work plan. The Barataria-Terrebonne estuarine complex encompasses 4.2 million acres of wetlands, ridges, forests, farmlands and communities between the Mississippi and Atchafalaya River Basins in southeast Louisiana.

The Coastal Bend Bays and Estuaries Program is dedicated to restoring and protecting the bays and estuaries of the Texas Coastal Bend. The mission of the Coastal Bend Bays work plan is to protect and restore the health and productivity of the bays and estuaries while supporting continued economic growth and public use of the bays. This 515 square-mile area of water includes all bays, estuaries and bayous in the Copano, Aransas, Corpus Christi, Nueces, Baffin and upper Laguna Madre Bay systems.

An estuary is a partially enclosed body of water along the coast where freshwater from rivers and streams meets and mixes with salt water from the ocean. Although influenced by the tides, they are protected from the full force of ocean waves, winds and storms by such land forms as barrier islands or peninsulas.

Estuaries are among the most productive areas on earth, creating more organic matter each year than comparably sized areas of forest, grassland, or agricultural land. The tidal, sheltered waters of estuaries also support unique communities of plants and animals especially adapted for life at the margin of the sea.

U.S. EPA Releases San Francisco Bay Delta Action Plan to Address Toxins and Stressors that Harm Fish
Curbing pollution and restoring freshwater flows key to improving water quality
SAN FRANCISCO – The U.S. Environmental Protection Agency released an Action Plan today that proposes seven measures for improving water quality, restoring aquatic habitat, and improving the management of the San Francisco Bay Delta Estuary.  The release of the Action Plan follows the agency’s analysis concluding that existing federal and state water quality programs are not adequately safeguarding the ecosystem. 
“California’s economic security depends on a healthy Bay Delta,” said Jared Blumenfeld, EPA’s Regional Administrator for the Pacific Southwest. “By upholding the goals of the Clean Water Act, we can ensure that our water is fit for drinking, farming, recreation, and for fish and wildlife.”
The Action Plan responds to findings and recommendations made following EPA’s Advance Notice of Proposed Rulemaking in 2011 that sought public input on the effectiveness of existing federal and state water quality protection programs.  The Action Plan prioritizes the following seven actions to be pursued in partnership with the State Water Resources Control Board, the Regional Water Boards for the Central Valley and San Francisco Bay, the California Department of Pesticide Regulation, and numerous other state and federal agencies: 
  •   By 2013, propose a standard to curb selenium discharges from cities, farms, and oil refineries;
  •   By 2013, achieve organophosphate pesticide water quality goals in Sacramento County urban streams; 
  •   By 2014, set new estuarine habitat standards, including salinity, to improve conditions for aquatic life;
  •   By 2017 establish a monitoring and assessment program for water quality in the Delta;
  •   Ensure that EPA’s pesticide regulation program more fully considers the effects that pesticides have on aquatic life;
  •   Restore and rebuild wetlands and floodplains to sequester drinking water contaminants, methylmercury, and greenhouse gases and make the Delta more resilient to floods, earthquakes, and climate change;
  •   Support the development and implementation of the Bay Delta Conservation Plan.
The Bay Delta is the hub of California’s water distribution system, providing drinking water to 25 million people, sustaining irrigation for 4 million acres of farmland, and supporting 750 different species of plants, fish, and wildlife.  The health of the ecosystem has been degraded over time by many factors, including the destruction of rivers and wetlands; the diversion of freshwater flows by federal and state water projects; the discharge of heavy metals, pesticides and nutrients; and the invasion and spread of non-native weeds and animals.  Fish populations have dwindled, and water supplies critical to public health and agriculture are at risk.
Forty years ago, against the backdrop of fires on the Cuyahoga River, the Santa Barbara oil spill and Rachel Carson’s Silent Spring, the federal Clean Water Act was made law.  At the time, Congress charged a fledgling EPA with the goal of making the nation’s waters “fishable and swimmable.”  While the agency has made great progress toward that goal, complex problems, such as those facing the restoration of the Bay Delta, still need attention.

EPA Sponsors Free Integrated Pest Management (Pest Control) Training for Multi-family Housing to be held September 12 in Philadelphia, Pa.

PHILADELPHIA (Aug. 13, 2012) - - Attention multi-family property owners, property managers and maintenance staff, pest control operators and residents.

The free Integrated Pest Management training for multi-family housing is a one-day training course that is sponsored and taught by the National Center for Healthy Housing and supported by EPA's Office of Children's Health Protection.

The training will be held on Tuesday, Sept. 12 at the U.S. Environmental Protection Agency's Mid-Atlantic Region office located at 1650 Arch St., Philadelphia, Pa.

The course will cover:
  • ·         Using the least toxic and most effective measures for pest control
  • ·         How to manage pests within a housing community using strategies that pose no risk or minimum risk of pesticide exposure to vulnerable, sensitive, and disabled populations, including infants and children, the elderly, pregnant women, and people with chemical sensitivities.
  • ·         The major health risks posed by common pests, including the connection between asthma, cockroach, and mouse allergens.
  • ·         The biology, behavior, and at least two least-toxic control measures for each of the pests covered in the training.
  • ·         Contacts and solutions when pest control problems develop.
Integrated pest management is an approach to pest control that is superior to conventional extermination and monthly spraying strategies. It emphasizes eliminating nesting places as well as sources of food and water for the pests and banishing the pests from the property. It uses the safest pesticide in the safest manner only when necessary. Studies by Purdue University and Virginia Tech show that this approach is more effective, and when the pests are under control, is cost effective. Programs at Boston Housing Authority, Cuyahoga Metropolitan Housing Authority and in Salinas, California highlight the promise of IPM.

The class is scheduled from 8:30 a.m. to 4:30 p.m.

Three Utah facilities to pay penalties for Risk Management Program violations

(Denver, Colo. - Aug 6, 2012) Three facilities in Utah -- Utah Olympic Park (Park City), Duchesne Valley Water Treatment Plant (Duchesne), and Ashley Valley Water Treatment Plant (Vernal) -- have agreed to pay civil penalties and correct violations associated with the safe management and use of hazardous chemicals.
The penalties, collectively totaling $11,650 at all three sites, were assessed under the federal Clean Air Act which requires the development of Risk Management Programs for all public and private facilities that manufacture, process, use, store, or otherwise handle flammable and toxic chemicals such as chlorine and anhydrous ammonia.
"These requirements ensure that facilities have up-to-date procedures in place to prevent and respond to releases of toxic chemicals used on-site,” said Mike Gaydosh, EPA’s Enforcement Director in Denver. “Failure to comply with these requirements can leave the public and environment at risk from accidental releases."
By agreeing to the settlements, all three facilities have certified that they are now in compliance with federal Risk Management Program regulations. Utah Olympic Park will pay total penalties of $7,000. Duchesne Valley Water Treatment Plant will pay total penalties of $2,470. Ashley Valley Water Treatment Plant will pay total penalties of $2,180. Duchesne Valley and Ashley Valley are both owned and operated by the Central Utah Water Conservancy District.
EPA inspected the three facilities in 2011 and found various violations of Risk Management Program regulations designed to prevent accidental chemical releases and minimize the impact of releases or other accidents that may occur. The three Utah facilities are subject to these regulations because they store highly toxic chemicals above regulatory thresholds.
The establishment of effective risk management plans help companies, industries and municipalities operate responsibly, assist emergency responders by providing vital information necessary to address accidents and other incidents, protect the environment by preventing and minimizing damage from accidental releases, and keep communities safer.

(Denver, Colo. - Aug 6, 2012) Yuma Ethanol, LLC has agreed to pay a $5,850 civil penalty and correct violations relating to the storage and use of toxic and flammable substances at its ethanol plant in Yuma, Colorado. An EPA inspection of the plant in October 2011 found the company had violated Risk Management Program regulations under the Clean Air Act. By agreeing to the settlement announced today, the company has certified that the facility is now in compliance with these regulations.
"These requirements ensure that facilities have up-to-date procedures in place to prevent and respond to releases of toxic chemicals used on-site,” said Mike Gaydosh, EPA’s Enforcement Director in Denver. “Failure to comply with these requirements can leave the public and environment at risk from accidental releases."

Under the Clean Air Act, the Yuma Ethanol facility was required to maintain a risk management plan because it exceeded the 10,000-pound storage threshold for anhydrous ammonia, an extremely hazardous chemical, and natural gasoline, a flammable substance used to denature ethanol. Yuma Ethanol was storing approximately 97,000 pounds of anhydrous ammonia at the time of the EPA inspection.

This enforcement action will benefit the community, which includes minority and low-income areas. Minority populations comprise nearly half of the residents within a five-mile radius of the facility and 45 percent are below poverty level. Approximately 35 percent of the area’s population is Hispanic.

EPA enforces the Risk Management Program regulations of the Clean Air Act with the goal of preventing accidental chemical releases and minimizing the impact of releases or other accidents that may occur. Penobscot Indian Nation Receives Grant of nearly $149,000 to Improve Water Quality
(Boston, Mass. – July 25, 2012) – The Penobscot Indian Nation has received a grant from the U.S. Environmental Protection Agency for $148,924 to help reduce nonpoint source water pollution on their tribal lands.  The grant was selected in a competitive review process among 52 proposals.  A total of 20 grants were funded by EPA.
The grant will be used to improve and protect water quality in the Penobscot River and Little Alder Stream. The Penobscot River watershed consists of approximately one-third of the state of Maine.
“EPA is very pleased to provide much-needed funding to help the Penobscot Nation do some very important work that will have a real impact improving water quality and habitat within the Penobscot River,” said Curt Spalding, regional administrator of EPA’s New England regional office.
“Clean water and protection of aquatic habitat is of great importance to the Penobscot Nation,” said Dan Kusnierz, Penobscot Nation’s Water Resources Program Manager. “The Tribe greatly appreciates this commitment from EPA that will enable us to significantly reduce eroding soils and thereby protect the quality of waters on and adjacent to tribal lands.”
The EPA funding will assist the Penobscot Nation to reduce sediments and nutrients from entering the Penobscot River by stabilizing portions of an eroding riverbank and re-establishing nearby vegetation. This portion of the project will also complement ongoing efforts by the Penobscot Indian Nation to restore and improve habitat for migratory fish (including the federally endangered shortnose sturgeon and Atlantic salmon, and 10 other species).
The Tribal government will also use EPA funding to reduce sediments and nutrients from entering Little Alder Stream and its tributaries by installing “best management practices” (BMPs) on an all-terrain vehicle trail system leading to a sensitive high elevation lake with a native brook trout fishery.  Installing BMPs on portions of the trail that are in close proximity to streams leading to Little Alder Stream will help protect water quality in these sensitive waters.

(New York, N.Y. – July 19, 2012) The U.S. Environmental Protection Agency today announced that the Cooper’s Ferry Partnership in Camden, New Jersey has been selected to receive $70,000 worth of technical assistance to advance projects aimed at reducing water pollution in Camden. The EPA will provide the assistance to help estimate the benefits of the Camden SMART (Stormwater Management And Resource Training) Initiative. The SMART Initiative is a joint project by the city of Camden, the Cooper’s Ferry Partnership, the Camden County Municipal Utilities Authority and other community partners to develop a network of green infrastructure programs and projects throughout the city. Green infrastructure captures and filters pollutants by passing stormwater through soils and retaining it on site. Camden is one of just 17 communities receiving such assistance from the EPA this year.

“Camden’s SMART Initiative is a smart way to fight water pollution and make the local economy stronger,” said EPA Regional Administrator Judith A. Enck. “By working together, we can make our urban communities cleaner and more livable. I commend the Cooper’s Ferry Partnership and this initiative’s other partners for leading the way to a sustainable and revitalized Camden.”

Controlling stormwater is one of the most widespread challenges faced by communities across the country. Large volumes of polluted stormwater degrade our nation’s rivers, lakes, and aquatic habitats and contribute to downstream flooding. Communities are increasingly using green infrastructure to supplement or substitute for single-purpose “gray” infrastructure investments such as pipes, filters, and ponds. Effective green infrastructure tools and techniques include green roofs, alternative designs for streets and buildings, trees, rain gardens, and rain harvesting systems.

The SMART Initiative is an effort to restore and revitalize Camden through efficient stormwater management. In less than one year, Camden has planted eleven rain gardens and has developed plans for 20-40 more. Camden SMART has organized and hosted a series of stormwater management education and information sessions with residents and produced literature on sound stormwater management practices. Additionally, the initiative has supported the removal of impervious surfaces such as blacktop to plant hundreds of street trees throughout Camden.

Under the partnership announced today, the EPA will help complete an assessment of the water quality, air quality, and brownfield remediation benefits, and the flooding mitigation potential of the SMART Initiative. The EPA will additionally help Camden SMART conduct an assessment of the barriers posed by local codes and permitting processes for various green infrastructure projects. The EPA will also help Camden identify appropriate green infrastructure practices for brownfield sites and other sites that pose potential challenges for the implementation of green infrastructure.

EPA Awards $175,000 to the Cherokee Nation
to Support Its Water Quality Program

(DALLAS – July 11, 2012) The Environmental Protection Agency has awarded the Cherokee Nation of Oklahoma $175,000 to provide continued support for the Tribe’s water pollution control program. The funds will be used to take water samples to assess surface water quality on Tribal lands and compile data which may show changes over time and to determine if a more thorough watershed management program is needed. Sampling data will determine whether water quality standards are being met, note any changes in the quality or condition of the Cherokee Nation’s water and provide planning tools to improve the function and health of stream ecosystems.

The mission of the EPA is to protect public health. The EPA supports our nations’ tribes in all aspects of the work needed to improve the water quality of tribal land watersheds. This cooperative spirit supports work to protect water quality that ensures the health of watersheds that cross state and tribal boundaries.

EPA Launches Competition for College Students to Develop Innovative Approaches to Stormwater Management

WASHINGTON – The U.S. Environmental Protection Agency (EPA) is launching a new design competition called the Campus RainWorks Challenge to encourage student teams on college and university campuses across the country to develop innovative approaches to stormwater management. Stormwater is a major cause of water pollution in urban areas in the U.S., impacting the health of people across the country as well as tens of thousands of miles of rivers, streams, and coastal shorelines, and hundreds of thousands of acres of lakes, reservoirs, and ponds. The competition will help raise awareness of green design and planning approaches at colleges and universities, and train the next generation of landscape architects, planners, and engineers in green infrastructure principles and design.

Student teams, working with a faculty advisor, will submit design plans for a proposed green infrastructure project for their campus. Registration for the Campus RainWorks Challenge opens September 4, and entries must be submitted by December 14, 2012 for consideration. Winning entries will be selected by EPA and announced in April 2013. Winning teams will earn a cash prize of $1,500 - $2,500, as well as $8,000 - $11,000 in funds for their faculty advisor to conduct research on green infrastructure. In 2013, EPA plans to expand Campus RainWorks by inviting students to design and complete a demonstration project assessing innovative green infrastructure approaches on their campus.

“Reducing stormwater pollution requires innovative approaches and America’s college students are incredibly creative and talented,” said Nancy Stoner, acting assistant administrator for EPA’s Office of Water. “The Campus RainWorks Challenge will engage students across the country in tackling one of the toughest challenges to clean water and show them the opportunities in environmental careers.”

EPA is encouraging the use of green infrastructure as a solution to help manage stormwater runoff. Green Infrastructure uses vegetation, soils, and natural processes to manage stormwater runoff at its source and provide other community benefits, including economic development.. Green infrastructure is increasingly being used to supplement or substitute for single-purpose “gray” infrastructure investments such as pipes, and ponds. The Campus RainWorks Challenge will help encourage the use of green infrastructure projects on college and university campuses to manage stormwater discharges.
