WASHINGTON - The U.S. Environmental Protection Agency (EPA) awarded five grants totaling almost $2 million to academic institutions for research on innovative processes to further improve air quality in the U.S. and help track the effectiveness of pollution control measures. Pollutants such as ozone and fine particles are linked to a variety of serious health effects, including aggravation of asthma and other lung diseases, heart attacks, increased hospital admissions and medication use, and premature death.

The grants announced today are focused on generating better data and tools to enable regulatory authorities to more effectively ensure that the air we breathe is healthy. The information gathered through this new research will help inform policy decisions that affect air quality, including the way states and cities address short-term air quality challenges.

"These grants will encourage innovative solutions for incorporating new information, technology advances, and current scientific understanding into air quality management,” says Bob Kavlock, deputy assistant administrator for EPA’s Office of Research and Development. “This research will help improve our efforts to respond quickly to short-term air pollution issues such as heat waves or seasonal impacts on air quality."
The funding covers projects that will examine links between short-term air pollution drivers and existing management strategies, development of decision-making models, and air quality forecasting techniques. The five grantees include:

University at Albany-SUNY, Albany, N.Y., will help incorporate short-term forecasts of emissions from electricity generation and traffic into modeling and air quality forecasts.
University of Texas at Austin, Austin, Texas, will include the design and testing of innovative methods to link electricity generation and emissions pricing for the prevention of air pollution episodes.
Georgia Institute of Technology, Atlanta, Ga., will develop a system for estimating and minimizing the impacts of prescribed burning on air quality, particularly in Georgia.
Texas A&M University-Kingsville, Kingsville, Texas, will address the issues of multi-pollutant air quality management and develop integrated decision-making models for air quality policy making.
University of North Carolina at Chapel Hill, Chapel Hill, N.C., will develop new tools for linking air quality modeling and forecasting with forecasts of electricity demand.
These grants are part of EPA’s Science to Achieve Results (STAR) program, which supports human health, ecology, economics, and engineering sciences through grants, centers, and fellowships. EPA provides air quality and environmental information to the public through websites including AIRNow, Window to My Environment, and Envirofacts. These tools help educate the public and increase their participation in decisions that affect air quality.

WASHINGTON - The U.S. Environmental Protection Agency (EPA) awarded five grants totaling almost $2 million to academic institutions for research on innovative processes to further improve air quality in the U.S. and help track the effectiveness of pollution control measures. Penobscot Indian Nation Receives Grant of nearly $149,000 to Improve Water Quality

Penobscot Indian Nation Receives Grant of nearly $149,000 to Improve Water Quality
(Boston, Mass. – July 25, 2012) – The Penobscot Indian Nation has received a grant from the U.S. Environmental Protection Agency for $148,924 to help reduce nonpoint source water pollution on their tribal lands.  The grant was selected in a competitive review process among 52 proposals.  A total of 20 grants were funded by EPA.
The grant will be used to improve and protect water quality in the Penobscot River and Little Alder Stream. The Penobscot River watershed consists of approximately one-third of the state of Maine.
“EPA is very pleased to provide much-needed funding to help the Penobscot Nation do some very important work that will have a real impact improving water quality and habitat within the Penobscot River,” said Curt Spalding, regional administrator of EPA’s New England regional office.
“Clean water and protection of aquatic habitat is of great importance to the Penobscot Nation,” said Dan Kusnierz, Penobscot Nation’s Water Resources Program Manager. “The Tribe greatly appreciates this commitment from EPA that will enable us to significantly reduce eroding soils and thereby protect the quality of waters on and adjacent to tribal lands.”
The EPA funding will assist the Penobscot Nation to reduce sediments and nutrients from entering the Penobscot River by stabilizing portions of an eroding riverbank and re-establishing nearby vegetation. This portion of the project will also complement ongoing efforts by the Penobscot Indian Nation to restore and improve habitat for migratory fish (including the federally endangered shortnose sturgeon and Atlantic salmon, and 10 other species).
The Tribal government will also use EPA funding to reduce sediments and nutrients from entering Little Alder Stream and its tributaries by installing “best management practices” (BMPs) on an all-terrain vehicle trail system leading to a sensitive high elevation lake with a native brook trout fishery.  Installing BMPs on portions of the trail that are in close proximity to streams leading to Little Alder Stream will help protect water quality in these sensitive waters.

(ATLANTA – July 24, 2012) The U.S. Environmental Protection Agency (EPA) announced that it is providing $950,000 to help 17 communities expand green infrastructure use to improve water quality and protect people’s health and benefit communities. The City of Atlanta, Ga., and the City of Beaufort, S.C., were among those selected for funding, and each received $50,000 grants.

Green infrastructure uses vegetation and soil to manage rainwater where it falls, keeping polluted stormwater from entering sewer systems and waterways in local communities. The EPA funding is intended to increase incorporation of green infrastructure into stormwater management programs, protect water quality, and provide community benefits including job creation and neighborhood revitalization.

“Effective stormwater management is one of the most widespread challenges to water quality in the nation,” said Nancy Stoner, EPA’s Acting Assistant Administrator for Water. “Polluted stormwater can be harmful to the health of our nation’s waterbodies. These funds will help expand the use of green infrastructure, revitalize local neighborhoods and help safeguard people’s health and the environment.”

EPA is awarding the funds to diverse communities across 16 states. Some communities – like Beaufort, South Carolina and Neosho, Missouri – are small towns in urban growth areas interested in preserving and protecting their healthy waterways. Others – such as Camden, New Jersey and Pittsburgh, Pennsylvania – are large cities interested in adding green infrastructure into their redevelopment projects to restore degraded urban waters and help revitalize their communities. The selected communities also provide an opportunity to demonstrate the potential of green infrastructure across a range of climate zones.

Green infrastructure captures and filters pollutants by passing stormwater through soils and retaining it on site. Effective green infrastructure tools and techniques include green roofs, permeable materials, alternative designs for streets and buildings, trees, rain gardens and rain harvesting systems. Communities are increasingly using green infrastructure to supplement or substitute for single-purpose “gray” infrastructure investments such as pipes, filters, and ponds. The “green” alternative is often less expensive than structural solutions, and can help reduce costs of flooding in neighborhoods receiving the benefits.

In April 2011, EPA renewed its commitment to green infrastructure with the release of the “Strategic Agenda to Protect Waters and Build More Livable Communities through Green Infrastructure.” The agenda identifies community partnerships as one of five key activities that EPA will pursue to accelerate the implementation of green infrastructure and EPA announced partnerships with 10 “model communities”.

In February 2012, EPA announced the availability of $950,000 in technical assistance to a second set of partner communities to help overcome some of the most common barriers to green infrastructure. EPA received letters of interest from over 150 communities across the country.
