to Strengthen Public Health Protections, Help Economy
Project Benefits from Nearly $9 Million in Federal Funds

FAIRMONT, W.Va. (August 20, 2012) – Federal, state and local officials today marked completion of major improvements to the Fairmont Water Filtration Plant that will provide added drinking water protections and promote economic investment in the area.
The $12.1 million upgrade was largely financed with $8.8 million in federal funds awarded by the U.S. Environmental Protection Agency, including $4.4 million from the federal Recovery Act.
The improvements to this plant are a prime example of how the Recovery Act and other federal funds are making a positive difference every day in our communities and lives,” said EPA Regional Administrator Shawn M. Garvin. “Not only are we creating a facility to meet current and future water demands, we’re also opening the door to additional economic investment in this area – bringing permanent jobs and positive impacts to the local and regional economy.”
At a ribbon-cutting ceremony at the plant today, Garvin also acknowledged Fairmont officials for a national Drinking Water State Revolving Fund Sustainable Public Health Protection Award for furthering the goal of clean and safe water through exceptional planning, management and finance. Fairmont was nominated for the award by the West Virginia Department of Health and Human Resources.
Fairmont’s water filtration plant is the fourth-largest publicly-owned water utility in West Virginia, providing water service to approximately 50,000 customers, including more than 13,500 direct customers in Fairmont as well as resale customers in 10 municipalities in four surrounding counties.

The plant’s upgraded water treatment process now fully utilizes membrane technology, which provides nearly 100 percent protection against waterborne pathogens and produces high quality, safe drinking water.
The upgrades to the handling of waste material at the plant will eventually eliminate effluent discharge into nearby surface water, thereby decreasing the demand on the downstream Fairmont Wastewater Treatment Plant and providing additional environmental benefits.

EPA Awards Over $49,000 to the LSU AgCenter
to Document Expansion of the Invasive Mexican Rice Borer

(DALLAS – August 13, 2012) The Environmental Protection Agency has awarded the Louisiana State University Agricultural Center, known as the LSU AgCenter, $49,956 to develop an electronic reporting and mapping system to document the expansion of the invasive Mexican rice borer. The project will advance the adoption of integrated pest management tactics for the Mexican rice borer in Louisiana by tracking the movement of the pest into new regions and avoid unnecessary use of insecticides in non-infested regions. In addition, the impact on public health and the environment will be measured by tracking the use of insecticides in rice and sugarcane crops. The Mexican rice borer was first discovered in Louisiana in 2008 and is a devastating pest of sugarcane and a serious pest of rice.

Integrated pest management is a sustainable approach to managing pests by combining biological, cultural, physical and chemical tools in a way that minimizes economic, health and environmental risks.

IPMLouisiana is the integrated pest management program of the LSU AgCenter. It is a comprehensive pest management program involving elements of plant pathology, entomology and weed science. The LSU AgCenter is one of 11 institutions within the Louisiana State University System, and its mission is to provide the people of Louisiana with research-based educational information that will improve their lives and economic well-being.

EPA Awards $100,000 to the Louisiana Coastal Protection and Restoration Authority
to Reduce Hypoxia in the Gulf of Mexico

(DALLAS – August 6, 2012) The Environmental Protection Agency has awarded the Louisiana Coastal Protection and Restoration Authority (CPRA) $100,000 to reduce hypoxia in the Gulf of Mexico. This area in the northern Gulf of Mexico is known as the ‘dead zone.’ The funds will be used to develop a statewide nutrient reduction strategy for Louisiana which adopts strategic elements identified in action plans of the Gulf of Mexico Alliance and the Gulf of Mexico Hypoxia Task Force.

Hypoxia means low oxygen and is primarily a problem in coastal waters. The Gulf of Mexico dead zone is an area of hypoxic waters at the mouth of the Mississippi River. Its area varies in size, but can cover up to 6,000 to 7,000 square miles.   The zone occurs between the inner and mid-continental shelf in the northern Gulf of Mexico, beginning at the Mississippi River delta and extending westward to the upper Texas coast. The dead zone is caused by nutrient enrichment from the Mississippi River, particularly nitrogen and phosphorous.

Because of the devastation of hurricanes Katrina and Rita in 2005, the Louisiana Legislature restructured the state's Wetland Conservation and Restoration Authority to form the CPRA. The CPRA is the single state entity with authority to articulate a clear statement of priorities and to focus development and implementation efforts to achieve comprehensive coastal protection for Louisiana.

EPA Awards $150,000 to Environmental Education Association of New Mexico to Improve Collaboration

(DALLAS – August 3, 2012) The U.S. Environmental Protection Agency has awarded $150,000 to the Environmental Education Association of New Mexico (EEANM), which will use the funds to promote environmental education and implement a small grants program.

EEANM plans to lead a collaboration with the state environmental education associations from Texas, Louisiana, Oklahoma, and Arkansas, as well as the Albert I. Pierce Foundation. The associations will work together to fund a competitive small grants program for projects that meet EPA environmental education priorities while allowing applicants to respond to local needs. Through this broad collaboration, the state associations hope to build organizational capacity while expanding the involvement of local, state, and regional educational partners.

EEANM will issue at least 19 grants of $5,000 or less to environmental education organizations within EPA Region 6.

EPA Provides $950,000 to Improve Water Quality Using Green Infrastructure in 17 Communities
WASHINGTON – The U.S. Environmental Protection Agency (EPA) announced today that it is providing $950,000 to help 17 communities expand green infrastructure use to improve water quality and protect people’s health and benefit communities. . Green infrastructure uses vegetation and soil to manage rainwater where it falls, keeping polluted stormwater from entering sewer systems and waterways in local communities. The EPA funding is intended to increase incorporation of green infrastructure into stormwater management programs, protect water quality, and provide community benefits including job creation and neighborhood revitalization.
“Effective stormwater management is one of the most widespread challenges to water quality in the nation,” said Nancy Stoner, EPA’s Acting Assistant Administrator for Water. She announced the funds today at a stormwater symposium in Baltimore held by the Water Environment Federation. “Polluted stormwater can be harmful to the health of our nation’s waterbodies. These funds will help expand the use of green infrastructure, revitalize local neighborhoods and help safeguard people’s health and the environment.”
EPA is awarding the funds to diverse communities across 16 states. Some communities – like Beaufort, South Carolina and Neosho, Missouri – are small towns in urban growth areas interested in preserving and protecting their healthy waterways. Others – such as Camden, New Jersey and Pittsburgh, Pennsylvania – are large cities interested in adding green infrastructure into their redevelopment projects to restore degraded urban waters and help revitalize their communities. The selected communities also provide an opportunity to demonstrate the potential of green infrastructure across a range of climate zones.
Green infrastructure captures and filters pollutants by passing stormwater through soils and retaining it on site. Effective green infrastructure tools and techniques include green roofs, permeable materials, alternative designs for streets and buildings, trees, rain gardens and rain harvesting systems. Communities are increasingly using green infrastructure to supplement or substitute for single-purpose “gray” infrastructure investments such as pipes, filters, and ponds.
In April 2011, EPA renewed its commitment to green infrastructure with the release of the “Strategic Agenda to Protect Waters and Build More Livable Communities through Green Infrastructure.” The agenda identifies community partnerships as one of five key activities that EPA will pursue to accelerate the implementation of green infrastructure and EPA announced partnerships with 10 “model communities”.
In February 2012, EPA announced the availability of $950,000 in technical assistance to a second set of partner communities to help overcome some of the most common barriers to green infrastructure. EPA received letters of interest from over 150 communities across the country.

(Denver, Colo., July 19, 2012) The U.S. Environmental Protection Agency (EPA) is providing $50,000 in technical assistance to develop innovative green infrastructure options for a new transit-oriented housing development near the Blake/38th commuter-rail station in downtown Denver. The Urban Land Conservancy will use the EPA resources to assess and integrate design features that will reduce polluted runoff and protect water quality. Today’s announcement is part of $950,000 EPA is providing for projects across the country to improve water quality through green infrastructure.

“Polluted runoff is a significant source of water quality impairment in the Denver area,” said Stacey Eriksen, EPA’s Urban Watershed Coordinator. “EPA expects this project will help demonstrate that there are practical, cost-effective ways to reduce the amount of pollution entering storm drains and the South Platte River. The Urban Land Conservancy has expressed a clear commitment to making the Blake TOD redevelopment an example of sustainability.”


The $50K in EPA support will enable the Urban Land Conservancy, working with architects, civil engineers, and various city departments, to assess and integrate specific green infrastructure features -- such as permeable surfaces, landscaping, rooftop detention, green roofs, rain gardens and stormwater planters -- into the design of the Blake mixed-use development. While specific features will be determined by the project team, this assistance will result in a reduction in the amount of polluted runoff from entering storm drains and the South Platte River through rain and snow melt. This project also complements efforts by the City of Denver to address stormwater conditions in conjunction with area planning and station platform construction by the Regional Transportation District (RTD).


"This collaboration comes at a perfect time as many components are coming together around the redevelopment of Blake,” said Debra Bustos, Director of Real Estate at Urban Land Conservancy.  "It is always ULC's goal to incorporate sustainable features into our real estate, and we are grateful for EPA's assistance in transforming this blighted property with forward- thinking green infrastructure."

The currently vacant property is a blighted infill site of assembled parcels with zoning that will support up to 130 affordable rental units. Environmental assessments have been completed including a brownfields assessment and removal of two tanks. One burned out structure has been demolished and removed and a second one will be demolished in the next few weeks.


Green infrastructure decreases pollution to local waterways by treating rain where it falls and keeping polluted stormwater from entering sewer systems. In addition to protecting Americans’ health by decreasing water pollution, green infrastructure provides many community benefits including increased economic activity and neighborhood revitalization, job creation, energy savings and increased open space. The EPA funding is intended to increase incorporation of green infrastructure into stormwater management programs and will support work such as code review, green infrastructure design and cost-benefit assessments.

EPA Awards Over $300,000 to the State of New Mexico to Prevent Air Pollution

(DALLAS – July 18, 2012) The Environmental Protection Agency has awarded $300,204 to the New Mexico Environment Department. The funds will be used by NMED to administer the state’s Air Pollution Prevention and Abatement Program which aims to prevent, reduce and eliminate air pollution. The funds will also be used to administer the State’s air permitting, air planning, environmental compliance programs and ambient air monitoring activities.

The NMED will monitor for major pollutants, identifying major and minor sources of air pollution that may be impacting New Mexico. This will assist in helping New Mexico residents live healthier lives and breathe more easily.
