Vanished Rabbit Reappears on Central California's Dos Rios Ranch

Some exciting news recently came from a large wetlands restoration project now underway in Central California. River Partners, a nonprofit conservation organization, documented the first occurrence of a state and federally endangered rabbit on its habitat preserve at Dos Rios Ranch, a key piece of riverfront habitat located at the confluence of the Tuolumne and San Joaquin rivers in Stanislaus County.
Thanks to a generous loan of wildlife cameras from a professor at the University of California, Davis, River Partners’ summer interns captured images of riparian brush rabbits at Dos Rios Ranch in July in remnant riparian habitat along the Tuolumne River. Riparian brush rabbits are a critically endangered subspecies of rabbit that was thought to be extinct following catastrophic flooding in 1997.
“This rabbit was photographed over a mile away and across the river from known populations,” said Julie Rentner of River Partners. “The nearby San Joaquin River National Wildlife Refuge hosts a thriving population of reintroduced riparian brush rabbits, but there has been no proof that the rabbits were at Dos Rios Ranch since 1997. The camera is still set up and is capturing additional images, so we’ll certainly turn up more if there are more rabbits out there.”
The multi-million dollar wetlands restoration efforts on Dos Rios Ranch began in 2012. The land was enrolled in the former Wetlands Reserve Program, or WRP, a conservation easement program offered by USDA’s Natural Resources Conservation Service, (NRCS). Easement programs offer landowners the means to restore, enhance and protect wetlands on their property through easements. The 2014 Farm Bill merged WRP with other easement programs to form a new one: the Agricultural Conservation Easements Program, (ACEP), which continues to further wetlands restoration.
The project’s main objectives include restoring the riparian corridor, providing a critical link between this easement and other USDA easements, establishing self-sustaining native plant communities, and providing riparian habitat for wildlife. The property had been used for agricultural production for over a century. This project transforms it back into its former glory as a wetland. NRCS is working with the landowner, River Partners, to design and implement the project and is actively managing and monitoring the restoration process.
The 1,150-acre project area contains remnant floodplain habitats that include wetlands, riparian woodlands and agricultural lands. The 1,600-acre Dos Rios Ranch property was purchased by River Partners in 2012 with funding from seven local, state and federal funding partners for use as a flood management and wildlife habitat project.
“Restoration work is progressing using a phased approach,” said NRCS wildlife biologist Karl Kraft.
Currently, about 500 acres are being restored. Work on 137 acres began in spring 2013. The second phase began in fall 2013 on 384 more acres, and the third phase will begin in 2015, Kraft said.
“More than 944 acres will be retired from production and restored to riparian habitat when the work is complete,” he said. “Numerous wildlife species should benefit from the restoration, including the federally endangered riparian brush rabbit, riparian woodrat, least bell’s vireo, and threatened valley elderberry longhorn beetle,” Kraft said.
Trees, such as black willow, and other native woody species are being planted in rows, much like an orchard, with planting berms and space between the rows for native grasses and forbs. Furrow irrigation between the planted rows is used to apply water to plantings in the initial growing seasons.
Rabbit foraging areas of low herbaceous plants such as Spanish clover, gumplant and native grasses have been established adjacent to patches of clover near the tree plantings. Dense thickets of California wildrose and blackberry established away from trees will offer protection against hawks and other predators.
Some areas of dense, low growing vegetation have been established on elevated ground, known as “bunny mounds,” to provide rabbits cover and flood protection. Kraft said that five of these bunny mounds have been constructed so far.
“The riparian brush rabbit was a primary reason for protecting and restoring the ranch,” said Dean Kwasny, easement programs specialist with NRCS. “It’s encouraging to see that our conservation efforts are having tangible benefits for this focal species.”

Planting the Seeds of a Successful Future for our Children on Earth Day

Earth Day is an every-day celebration! It’s also about the future — creating a safe and healthy environment for our children and grandchildren. That’s just what I celebrated with the families at Mountain View Estates in Oasis, California, alongside Congressman Raul Ruiz and California State Director Glenda Humiston. Thanks to a terrific partnership between Rural Development and the local community, as well as with public and private support, these families now have homes hooked up to a new water system that provides them clean drinking water and wastewater disposal.
I am very proud of Rural Development’s work in the Mountain View Estates mobile home park.  Upon learning that 181 families were being displaced from their dilapidated trailer park because of hazardous conditions, mainly sewage backups and water contamination, Rural Development looked for opportunities to help re-build that community.  Today at Mountain View Estates, every family has access to basic amenities like clean drinking water, and reliable waste removal. Even electricity is no longer is a luxury.  This project not only improved the environment, it has also improved the overall quality of life for these families.
My visit to Mountain View Estates was part of a tour of the colonias in California’s Coachella Valley, a large agriculture region in eastern Riverside County. Colonias are communities within 150 miles of the Mexican Border that experience seriously inadequate water and sewage systems and insufficient housing.  As I visited these communities,I was startled to see the immense need for community infrastructure, like decent housing and reliable wastewater systems.
These challenges really are terrific opportunities for Rural Development and our many dedicated partners, like Congressman Ruiz, to invest in rural communities and create a healthy, thriving rural America.

Water Supply Forecast Shows Record Snow in Northern Parts of West, Parched in Southwest

March storms increased snowpack in the northern half of the West but didn’t provide much relief for the dry southern half, according to data from the U.S. Department of Agriculture’s National Water and Climate Center (NWCC) in its April 2014 water supply forecast.
According to the Natural Resources Conservation Service (NRCS), most of Idaho, Montana, Wyoming, and northern parts of Colorado and Utah are expected to have near normal or above normal water supplies, according to the forecast.  Far below normal streamflow is expected for southern Oregon, California, Arizona, New Mexico, southern Utah and western Nevada.
Early April is commonly regarded as the transition from snow accumulation to snowmelt, making the April 1 water supply forecast of key importance for planning, according to NWCC hydrologist Cara McCarthy.
“Many water managers, reservoir operators, irrigation districts and hydroelectric power companies make significant strategic decisions based on the April forecasts,” McCarthy said.
In states where snowmelt accounts for the majority of the seasonal water supply, information about snowpack serves as an indicator of future water supply. Streamflow in the West consists largely of accumulated mountain snow that melts and flows into streams as temperatures warm. NRCS scientists analyze the snowpack, air temperature, soil moisture and other measurements taken from remote sites to develop the water supply forecasts.
For the second consecutive month, many snow telemetry, or SNOTEL, sites in Montana, Wyoming, and parts of Idaho, Washington, and Oregon received two to three times the normal amount of precipitation. The Cascade Mountains in Washington went from extremely dry in January to a normal snowpack currently and Montana and Wyoming snowpack is now at record levels.
“There’s flooding potential in the Missouri River basin,” McCarthy said. “These areas will be most vulnerable if snow melts rapidly during a hot spell, or if there’s extreme rain while the streams are swollen with snowmelt.”
NRCS’ streamflow forecasts are one of the tools used to assess drought conditions. USDA is partnering with western states to help mitigate the severe effects of drought on agriculture.
Since 1939, NRCS has conducted snow surveys and issued regular water supply forecasts. Since the late 1970s, NRCS has been installing, operating and maintaining an extensive, high-elevation automated system called SNOTEL, designed to collect snowpack and related climatic data in the western U.S. and Alaska.

Conservation Grant Helps Rice Growers Reduce Greenhouse Gas Emissions

Note: Three projects funded by a USDA Conservation Innovation Grant were recently honored by the American Carbon Registry for innovative approaches to environmental stewardship. The winners included Ducks Unlimited, Delta Institute and Terra Global Capital. Ducks Unlimited’s work aimed to generate a carbon credit system for North Dakota landowners, which not only reduces greenhouse gas emissions but also restores wetlands and grasslands that are crucial to waterfowl. Delta Institute is working with farmers to reduce use of nitrogen – one of the largest sources of greenhouse gas emissions. Finally, Terra Global Capital and many others partners are working on a credit system for rice growers in California and the Midsouth. The below post provides more information on this project.
USDA is helping to provide rice growers in California and the Midsouth with new opportunities to voluntarily execute conservation practices that reduce greenhouse gas emissions while cultivating a new income stream.
The California and Midsouth rice projects are funded by a Conservation Innovation Grant from USDA’s Natural Resources Conservation Service, which is providing more than $1 million to help identify and develop new conservation methods. The grant also leverages new and emerging ecosystem income for landowners while addressing climate change.
Methane and nitrous oxide are potent greenhouse gases that are given off when rice fields are cultivated and fertilized. Precise water management and conservation-based nitrogen management can reduce greenhouse gas emissions while maximizing water-use nitrogen fertilizer efficiency.
Arkansas and California are the two largest rice growing states in the country, providing them with an opportunity to reduce methane and nitrous oxide emissions while maintaining yields.
This carbon offsets project was under development for many years and is the first of its kind from U.S. rice production. Partners include the Environmental Defense Fund, The American Carbon Registry, Terra Global Capital, California Rice Commission and the White River Irrigation District. NRCS has provided grant funding and technical support for the project.
By employing voluntary management practices, such as dry seeding, precise water management and nutrient management, farmers can reduce greenhouse gas emissions and generate carbon offset credits. These rice carbon offset credits are expected to be available to the California Air Resources Board’s regulatory compliance market later this year.
In order to quantify carbon offsets, the partners developed the “Voluntary Emissions Reductions in Rice Management Systems” quantification methodology that was recently approved by the American Carbon Registry. This will allow producers to quantify and validate their carbon reductions. The credits are then verified by a third party to ensure the integrity of the carbon credits.  Once the carbon credits are verified and approved for sale, the credits can be sold into the carbon market.
The carbon credits generated by farmers are also expected to be the first agricultural credits exchanged in the California regulatory market.   The adoption of the first crop-based agriculture offset methodology also opens the door for other agricultural opportunities.  California’s regulatory market is seen by many people as a gold standard throughout the world.  Since credits can be sold into California’s market from anywhere in the country, this project has a broad scope of rice producers that include Arkansas, Louisiana and other Midsouth states that grow rice.
The conservation techniques applied to reduce greenhouse gas emission can also help farmers manage water more efficiently, manage nitrogen fertilizer more efficiently and maintain yields while maintaining aquatic wildlife habitat.

Jointly Developed Watershed Assessment Model Being Used in Yosemite National Park

An award-winning watershed assessment tool, the Automated Geospatial Watershed Assessment (AGWA), was deployed to assess potential Rim Fire threats in Yosemite National Park in California.  The park experienced a devastating fire that began on August 17, 2013, and took several months to contain. The fire burned more than 400 square miles in and around the park, cost $125.8 million to date, and is considered one of the largest wildfires in California’s history.
BAER (Burned Area Emergency Response) is a multi-agency group that includes USDA’s Forest Service and others, and is responsible for identifying potential threats such as downstream flooding and developing plans to rehabilitate and restore burned areas. BAER teams use AGWA to target immediate efforts to prevent threats to people, wildlife and the land.  Using AGWA combined with the burn severity map produced by BAER teams, experts can rapidly pull together information on pre- and post-fire conditions. For example, knowing where to apply mulch after a fire can reduce runoff and erosion and can help minimize downstream risks from fire induced land cover and soil changes.
AGWA has already been successfully used for post-fire BAER team watershed assessments following fires in Arizona, New Mexico, California, Idaho and Washington.  AGWA was jointly developed by scientists with the USDA Agricultural Research Service (ARS) Southwest Watershed Research Center in Tucson, AZ, the U.S. Environmental Protection Agency (EPA), and the Universities of Arizona and Wyoming.
ARS researchers and their partners originally developed the computer model as a multipurpose computer system and software tool designed for managing and analyzing water quantity and quality to help keep our Nation’s watersheds cleaner. AGWA uses nationally available data sources to rapidly establish and execute results from two ARS-developed watershed models, the Kinematic Runoff and Erosion Model (KINEROS2) and the Soil and Water Assessment Tool (SWAT).  It enables the user to visualize and compare model results to understand the impact of a certain practice on a given landscape.

Coastal No-Discharge Zone in the Nation

Federal action is unprecedented in geographical scope, will prohibit the discharge of more than 22 million gallons of treated vessel sewage to shorelines and shallow waters in Calif. each year

SAN FRANCISCO – U.S. EPA’s Pacific Southwest Regional Administrator Jared Blumenfeld will today sign a rule that will finalize EPA’s decision and approve a state proposal to ban all sewage discharges from large cruise ships and most other large ocean-going ships to state marine waters along California’s 1,624 mile coast from Mexico to Oregon and surrounding major islands. Today’s action establishes a new federal regulation banning even treated sewage from being discharged in California’s marine waters.
"This is an important step to protect California's coastline. I want to commend the shipping industry, environmental groups and U.S. EPA for working with California to craft a common sense approach to keeping our coastal waters clean." said Gov. Jerry Brown.

"By approving California's 'No Discharge Zone,' EPA will prohibit more than 20 million gallons of vessel sewage from entering the state's coastal waters," said Jared Blumenfeld. "Not only will this rule help protect important marine species, it also benefits the fishing industry, marine habitats and the millions of residents and tourists who visit California beaches each year."
This action strengthens protection of California’s coastal waters from the adverse effects of sewage discharges from a growing number of large vessels. Several dozen cruise ships make multiple California port calls each year while nearly 2,000 cargo ships made over 9,000 California port calls in 2010 alone. EPA estimates that the rule will prohibit the discharge of over 22 million of the 25 million gallons of treated vessel sewage generated by large vessels in California marine waters each year, which could greatly reduce the contribution of pollutants still found in treated vessel sewage.
State Senator Joe Simitian (D-Palo Alto) authored Senate Bill 771, the Clean Coast Act which prohibits all commercial ships from dumping hazardous waste, sewage sludge, oily bilge water, “gray water” from sinks and showers, and sewage in state waters. Simitian’s SB 771 also required California to petition the federal government for a ‘No Discharge Zone’ to enforce the bill’s anti-dumping provisions.
“This is a great day for the California coast, which is far too precious a resource to be used as a dumping ground,” said Simitian. “This ‘No Discharge Zone’ – the largest in the nation – protects our coastal economy, our environment and our public health.”
"California's coastal waters will no longer serve as a sewage pond for big ships," said Cal/EPA Secretary Matthew Rodriquez. "For too long, pollution from these vessels has endangered our marine environment, jeopardized public health and threatened the coastal communities that rely on recreation and tourism dollars. I commend U.S. EPA for helping us ensure that our coastline remains pristine."
California’s coastal waters are home to a wide variety of unique, nationally important marine environments that support rich biological communities and a wide range of recreational and commercial activities. Four national marine sanctuaries, a national monument, portions of six national parks and recreation areas, and more than 200 other marine reserves and protected areas have been established to protect California’s unique marine resources. The National Oceanic and Atmospheric Administration has already implemented similar vessel sewage discharge bans in the four California marine sanctuaries that it oversees. Recreational and commercial uses of California’s coastal waters are equally important. Seventy-seven percent of the State’s population lives on or near the coast and annually, over 150 million visitor-days are spent at California beaches. California ranks first in the nation as a travel destination and its beaches are the leading destination for tourists. California’s commercial fishing industry also relies upon clean water to help preserve and restore coastal fisheries.
Under the Clean Water Act, states may request EPA to establish vessel sewage no-discharge zones if necessary to protect and restore water quality. In 2006, following passage of three state statutes designed to reduce the effects of vessel discharges to its waters, the State of California asked EPA to establish the sewage discharge ban. After releasing the proposed rule in 2010, EPA considered some 2,000 comment letters from members of the public, environmental groups, and the shipping industry before finalizing the regulation.
"California's economic health is tied to the health of our oceans and beaches," said Charles Hoppin, Chair of the State Water Resources Control Board. "Pollution from cargo and cruise ships directly threatens public health, marine life and our economy. This led to our request to declare the whole coastline a no discharge zone so that we could provide equal water pollution protection along our precious coastline."
Today’s prohibition is unprecedented in geographical scope. In contrast to prior no-discharge zones under the Clean Water Act, which apply in very small areas, the new ban applies to all coastal waters out to 3 miles from the coastline and all bays and estuaries subject to tidal influence. Other California no discharge zones for ten bays and marinas remain in effect for all vessels.
“Big ships make for big pollution but unfortunately, responsible disposal of sewage from ships hasn’t always been a given in California,” said Marcie Keever, oceans and vessels project director at Friends of the Earth. “The actions taken today by the U.S. EPA, the State of California, and the thousands of Californians who supported the Clean Coast Act mean that cruise lines and the shipping industry can no longer use California’s valuable coastal and bay waters as their toilet.”
Consistent with the State’s request, today’s prohibition applies to all passenger ships larger than 300 tons and to all other oceangoing vessels larger than 300 tons with sewage holding tank capacity.
“The Pacific Merchant Shipping Association shares the concern for protection of California’s marine environment. Our member companies are dedicated to the facilitation of trade while also minimizing any associated environmental impacts,” said John Berge, Vice President of the Pacific Merchant Shipping Association.
In addition to today’s discharge prohibition, other vessel sewage discharges will continue to be regulated under existing Clean Water Act requirements, which generally require sewage to be treated by approved marine sanitation devices prior to discharge. The State is also continuing to implement and strengthen other efforts to address sewage discharges from smaller vessels, including recreational boats, to state waters.
EPA’s action complements our ongoing ocean protection efforts including strengthening the existing Vessel General Permit, development of a Vessel General Permit for smaller vessels, and our efforts to reduce marine debris such as plastics and other human-generated debris. The California No Discharge Zone final rule will be submitted today to the Federal Register and be published within 3-5 business days.
