U.S. EPA Fines Kettleman City Landfill for Improper Analysis of PCBs Waste
LOS ANGELES—The U.S. Environmental Protection Agency today fined Chemical Waste Management, Inc. (CWM) $9,375 for a single instance in which it failed to analyze leachate for polychlorinated biphenyls (PCBs) before disposal at its Kettleman Hills Facility located in Kings County, Calif.
On May 9, 2012, CWM voluntarily disclosed to EPA that leachate, or liquid that drains from a landfill, was disposed in a hazardous waste surface impoundment without being sampled or analyzed for PCBs. The leachate remaining in the tank was later tested for PCBs and found to be below the regulatory limit 50 milligrams per liter, allowing it to be placed into the surface impoundment.
In addition to paying the fine, CWM will implement new safety protocols for its leachate collection tanks to ensure that the leachate is properly sampled for PCBs before removal from the tanks —preventing the mismanagement of this liquid in the future. The new protocols consist of additional equipment tagging and a detailed documentation process.
There is no evidence to suggest that the landfill’s violation posed any danger to nearby communities or workers at the facility.
Prior to 1976, PCBs were commonly added to liquids used in electrical transformers, capacitors, circuit breakers, voltage regulators/switches, plasticizers, and other additives in lubricating and cutting oils. EPA regulates PCBs under the Toxic Substances Control Act. EPA will continue to monitor this facility and other PCB storage and disposal facilities.

EPA to Hold Public Hearing on Air Permit for Arecibo Solid Waste Incinerator on Monday, June 25

(New York, N.Y. -- June 22, 2012) Today the U.S. Environmental Protection Agency is repeating its announcement that it is accepting public comments on its proposed action to approve an air permit to construct a garbage incinerator in Arecibo, Puerto Rico. Energy Answers International, Inc. has proposed to construct a new 77 megawatt facility at the former site of the Global Fibers Paper Mill in Barrio Cambalache, Arecibo, Puerto Rico.

The EPA encourages public participation and input in this decision. The EPA will hold a formal public hearing on June 25, 2012, from 6:00 pm until the last speaker has been heard. The hearing will also be held in the Theater of the University of Puerto Rico at the Arecibo campus, which is located in the Business Administration building of the University. The address of the campus is Carretera 653 Km. 0.8 Las Dunas Sector, Arecibo. Comments given at this hearing will be part of the official public record and will be considered as comments on the air permit. EPA encourages all interested parties to participate in the public hearing and to submit comments on the proposed action either in writing or by participating at the public hearing.

The EPA is proposing an air permit for the facility after evaluating the potential impact of the facility on air quality by comparing it to EPA air quality standards which are established to protect public health. The EPA’s evaluation also included assessing the impact of the facility on nearby low income communities. Based on information available to date, EPA has concluded that operation of the facility will not cause any health standards to be exceeded or any communities to be disproportionately and adversely impacted.

To obtain an the EPA permit, Energy Answers was also required to demonstrate that the pollution controls on the plant are as strict or stricter than any other plant being built in the United States today. The EPA has included these pollution controls, which are considered the best pollution control technology available, as requirements in the proposed permit.

The proposed permit also requires Energy Answers to test the pollution it emits to the atmosphere. Before the facility can begin full operation it must demonstrate it meets the pollution limits the EPA is proposing to establish. The permit requires pollution levels to be measured and reported to the EPA during operation. Failure to meet any of these standards would subject the facility to EPA enforcement actions.
The EPA is asking for public comments on this preliminary decision to approve Energy Answers’ application. Written comments may be submitted at any time during the comment period, which remains open until June 29. EPA's final permit decision will be made only after full consideration of all public comments received.

The administrative record for the proposed decision, which includes all documents relevant to the EPA’s proposed permit, is available Monday – Friday between 9:00am and 4:30 pm in the EPA’s Caribbean Environmental Protection Division at City View Plaza III-Suite 7000 in Guaynabo. EPA to Hold Public Meeting and Public Hearing on Air Permit for Arecibo Solid Waste Incinerator

(San Juan, Puerto Rico, May 14, 2012) – Today the U.S. Environmental Protection Agency is announcing that it is accepting public comments on its proposed action to approve an air permit to construct a garbage incinerator in Arecibo, Puerto Rico. Energy Answers International, Inc. has proposed to construct a new 77 megawatt facility at the former site of the Global Fibers Paper Mill in Barrio Cambalache, Arecibo, Puerto Rico.

The EPA encourages public participation and input in this decision. The EPA will host a public availability session to allow an informal opportunity for the public to learn about the proposed permit. This session will be held on May 23, 2012, from 6:00 pm to 10:00 pm in the Theater of the University of Puerto Rico at the Arecibo campus, which is located in the Business Administration building of the University. The address of the campus is Carratera 653 Km. 0.8 Las Dunas Sector, Arecibo. The EPA will provide simultaneous translations between English and Spanish.

In addition, the EPA will hold a formal public hearing on June 25, 2012, from 6:00 pm until the last speaker has been heard. The hearing will also be held in the Theater of the University of Puerto Rico at the Arecibo campus. Comments given at this hearing will be part of the official public record and will be considered as comments on the air permit. Construction at Sunrise Landfill

Major operations begin on $25 million construction at Sunrise Landfill
Las Vegas Paving Company to perform work, 40 local construction workers employed

SAN FRANCISCO – Republic Services of Southern Nevada has begun large-scale construction work under oversight by the U.S. Environmental Protection Agency at Sunrise Landfill, a 440-acre closed municipal solid waste landfill, located three miles outside of Las Vegas city limits in Clark County.

The $25 million construction project, expected to last through 2012, was awarded to Las Vegas Paving Company and will employ 40 local construction workers.  The project stems from a 2008 Consent Decree requiring Republic, the landfill operator, to install extensive stormwater controls, an armored cover, and landfill gas monitoring system; complete and monitor a groundwater monitoring system; and develop a long-term operation and maintenance strategy. 

“EPA is requiring this work to protect a vital drinking water source for communities from Las Vegas to Phoenix,” said Jared Blumenfeld, EPA’s Regional Administrator for the Pacific Southwest. “This will prevent the release of over 17 million pounds of contaminants each year.”

Under the settlement, Republic is utilizing clean diesel technology to place 1 million cubic yards of soil and rock within the site. These efforts are especially important because diesel exhaust is linked to reduced lung capacityand asthma, and is a likely human carcinogen.

The EPA-approved remedy ensures effective control of the landfill with a durable and cost-effective landfill cover and stormwater system that address the unique geographic and climatic characteristics of Nevada’s arid desert landscape.  Since 2008, five new groundwater monitoring wells have been drilled and 41 wells completed for quarterly sampling, as well as 30 landfill gas monitoring probes installed around the perimeter of the landfill. 
An inadequate cover and stormwater system coupled with a storm in September 1998 resulted in a discharge of waste into the Las Vegas Wash and, ultimately, Lake Mead -- a primary drinking water resource for southern Nevada, including the Las Vegas metro area, as well as the Phoenix metro area and southern California. 

Sunrise Mountain Landfill is unlined and contains more than 18 million tons of waste, including municipal solid waste, medical waste, sewage sludge, hydrocarbon-contaminated soils, asbestos, and construction waste. 
The landfill was operated on behalf of the County by entities related to Republic Services of Southern Nevada from the 1950s through 1993. Following the landfill cover failure in 1998, EPA cited Republic Dumpco and the Clark County Public Works Department for violations of the Clean Water Act and the Resource Conservation and Recovery Act. At that time, EPA ordered the company to implement stormwater control plan; repair the existing drainage system; upgrade the landfill cap to federal standards; control and monitor methane and groundwater; and submit a plan to maintain and monitor the site.

Savannah River Site 2012 Outlook: Transuranic Waste Program Set to Safely Reach Milestone

New initiatives, bigger shipping containers and highly trained, innovative workers combine in milestone year
AIKEN, S.C. – In 2012, the Savannah River Site (SRS) is scheduled to achieve a milestone by completing processing of 5,000 cubic meters of legacy transuranic (TRU) waste for shipment to a safe, permanent disposal facility.
A large portion of that waste — a byproduct of nuclear defense program research and weapons production — has already been shipped to the Waste Isolation Pilot Plant (WIPP) in New Mexico. The site will continue shipments until the remaining inventory is removed. Following the scheduled completion of processing the 5,000 cubic meters of TRU waste later this year, only 200 additional cubic meters of TRU waste will remain at SRS for treatment.
“By the end of 2012, we will have remediated, repackaged and certified for shipment all but 200 cubic meters of transuranic waste at SRS, meeting a vitally important milestone for our site-wide cleanup program,” said David Moody, DOE’s Savannah River Operations Office Manager. “This means that over 95 percent of our legacy TRU waste will soon be gone from South Carolina for long-term storage at the DOE Waste Isolation Pilot Plant in Carlsbad, New Mexico, leaving a very small amount that will require some special treatment.”
TRU Waste Processing Enters New Phase
According to John Gilmour, Solid Waste Director at Savannah River Nuclear Solutions (SRNS), the SRS management and operations contractor, success in the TRU program has resulted from several factors. New, larger TRUPACT-III shipping containers eliminate much of the need to manually reduce in size numerous, large pieces of TRU waste, saving time and minimizing employee exposure to radioactive materials, primarily plutonium-238. Plutonium-238 was once used as a heat source to generate power for deep space missions.

By May, Savannah River Nuclear Solutions expects to be shipping transuranic waste to the Waste Isolation Pilot Plant almost continuously, using six TRUPACT-III shipping containers like the one shown here.

"By May, we’ll have six TRUPACT-III shipping containers available and the shipping process to WIPP will be almost continuous,” said Gilmour. “Our highly trained and talented workforce has learned to quickly recognize and productively respond to variables found when working with legacy radioactive waste materials.”
Each TRUPACT-III container can hold up to 6.6 cubic meters of TRU waste.
New Mission Takes Shape
A new SRS mission involves use of a previously unused portion of H Canyon to process and repackage plutonium (Pu) oxide.
Most of the Pu oxide in the U.S. has been consolidated at SRS and will eventually go to U.S. commercial power reactors in the form of new fuel rods. However, the relatively small percentage of Pu oxide at SRS without the properties needed for use as commercial reactor fuel will be packaged in rigorously tested containers for shipment to WIPP by SRNS Solid Waste personnel in 2012.  
“Over 100 of these specially designed metal containers, known as Pipe Overpack Containers, or POCs, have already been loaded with Pu oxide,” said Gilmour. “H Canyon has enough Pu oxide to safely fill approximately 600 of these new containers during the current campaign and potentially thousands in the future.”
According to Gilmour, once the project moves to full-production mode next year, he expects to see two to three shipments of unusable Pu oxide leave the site each week, bound for WIPP. Each truckload of waste will contain 35 POCs.

2012 Holds Great Potential for Waste Remediation at SRS
In the past, SRS had a large amount of radioactive material stored in a variety of containers. “This waste would have been here a long time if it hadn’t been for American Recovery and Reinvestment Act funding,” said Gilmour. “It’s going to be a very busy year for SRNS as we safely prepare and send out shipment after shipment of TRU waste and excess plutonium to New Mexico.”
H Canyon is the only active nuclear chemical separations facility still operating in the U.S.
