Last week at the United Nations in New York, I joined top USDA officials to celebrate World Soil Day and the U.S. launch of the International Year of Soils, or IYS. Last year, the United Nations General Assembly designated Dec. 5 as World Soil Day and declared 2015 as the IYS to “serve as a major platform for raising awareness of the importance of soils for food security and essential ecosystem service.” Representing the United States were Robert Bonnie, USDA under secretary for Natural Resources and Environment, and David Smith, deputy chief for soil science and resource assessment, with USDA’s Natural Resources Conservation Service (NRCS).
Under Secretary Bonnie was one of 10 distinguished guests making presentations on the floor of the United Nations. He emphasized the serious challenges that are facing agriculture and food security, particularly in light of the fact that in the next 40 years, farmers and ranchers will need to produce as much food as they have in the last 500 years to feed a rapidly growing population. He also said that NRCS’ work in soil conservation, soil health and soil science has been integral to the economic and environmental sustainability of agriculture.

Those curious about what’s below the water’s surface don snorkeling gear and immerse themselves into the depths of the ocean. But what about discovering what lurks below the earth’s surface, under topsoil, trees, shrubs, rocks and plants?
USDA’s Natural Resources Conservation Service, (NRCS) in Nevada is curious, too, and the agency’s soil scientists have finished unearthing what kind of soils lie beneath the surface in portions of central and eastern Nevada. Their findings are available to assist farmers, ranchers, land managers, homeowners or those just simply curious about what lies beneath.The survey covers 1,062,220 acres and includes three major land resource areas, which are based on geology, groupings of major plant communities and climate conditions. The survey provides soils and associated ecological site information for the Mount Moriah area, Schell Creek Range, Ward Mountain area, White Pine Range, and Grant Range of White Pine County and Quinn Range of Lincoln and Nye Counties. Work began in 2006 and was completed in fall 2013.
The survey used soil profiles that included color, texture and structure to identify characteristics that regularly support vegetative communities in those areas. Soils information, along with vegetation information, can be used to understand the types of crops that can be grown by farmers and ranchers, what seed should be used to replant the landscape post-fire or how to better manage the landscape for range, wildlife or wilderness.
The survey provides a key tool for land management agencies in making scientifically sound decisions when it comes to rangeland, forestland and wildlife management.
Soil surveys also provide valuable information for private land owners such as soil depth, rock and clay content of soil. This information is useful for gardening, constructing a home’s foundation or placing a septic system. The soil survey also provides information on soil characteristics that can be used to determine possible erosion and infiltration rates.
To determine what lies beneath, scientist first analyzed aerial images for similarities in elevation, geology, landform, aspect, slope and vegetation. They then went out into the field to collect soil profile information in representative areas. They dug holes up to five feet deep, which they were able to stand in while analyzing the area’s soil profile layers.
This allowed them to either confirm what they thought was beneath the surface or discover something unique. Soil profile and vegetation information is then analyzed to develop the final soil survey.
“I look at the soil layers to identify horizons based on color, texture, structure and rock fragments. Then I see if there are accumulations of things, such as calcium carbonate, salt or clays,” said Brien Park, NRCS soil scientist, who worked on the soil survey. “After I get my hands dirty, the next step is to use computers to correlate notes and information.”
During the winter, scientists entered the data into a national database, analyzed information and developed map units. The soil survey has been published on NRCS’ online tool.
The survey is a cooperative effort between the U.S. Forest Service and NRCS’ National Cooperative Soil Survey. NRCS has extensive national soils information, maps and data on 95 percent of counties nationwide.

Earth Day 2014: The Hope in Healthy Soil

For years, it was believed that a certain amount of cropland soil erosion was inevitable. But by using conservation techniques like cover crops, no-till and diverse crop rotations, an increasing number of farmers are proving that we can actually build our soils and, in some instances, increase soil organic matter by as much as 3-4 percent.
In the process, these farmers are using less energy, maintaining or increasing production and improving their bottom lines. And that’s a reason to celebrate today—Earth Day 2014.
These farmers understand the soil is alive. So they’re farming with practices to ensure the soil ecosystem is alive and well and working for them. While management techniques vary from farm-to-farm, they all use these four key soil health principles. They…
1. Minimize soil disturbance. The soil’s natural biological cycles and soil structure can be disrupted through tillage, chemical disturbance or improper livestock grazing. By reducing or eliminating these activities, farmers will benefit from better plant growth, reduced soil erosion, increased profit margins and better wildlife habitat.
2. Energize with diversity. Biodiversity, growing more plants in rotation, increases the success of most agricultural systems. Diversity above ground improves diversity below ground, which provides an ideal habitat for the billions of micro-organisms that perform essential soil ecosystem functions like helping make nutrients available to plants.
3. Keep the soil covered. Using cover crops helps restore soil health, protects against soil erosion and groundwater leaching, and provides livestock feed and wildlife habitat. In addition, cover crops protect the soil ecosystem from temperature extremes and improve plant health.
4. Maximize living roots. Year-round, living roots are essential to provide the food and habitat for soil micro-organisms. These roots also create pores and channels in the soil that provide oxygen and increase water infiltration capacity — which helps makes cropland more resilient to weather extremes like droughts and floods.

What's underneath? Healthy soil has amazing water-retention capacity. USDA's Natural Resources Conservation Service is celebrating Earth Day by highlighting the importance of soil health.
Earth Day is next Tuesday. To meet the growing sustainability challenges of the 21st Century, USDA’s Natural Resources Conservation Service (NRCS) is reminding people that many of the solutions are right at our feet — in the soil.
Here are the top five reasons NRCS says why on Earth Day 2014 you should “root” for soil health farmers:
5. A lot of people are coming to dinner. We all rely on the soil for our food and fiber. By the year 2050, an estimated 9 billion people will join us at Earth’s dinner table, meaning we’ll have to grow as much food in the next 40 years as we have in the past 500.
The Soil Health Solution: Improving soil health increases the productivity and function of our soil (including nutrient uptake to plants), which offers increased food security in a growing world.
4. There are fewer acres of land to grow the food we need. Globally, millions of acres of cropland are lost to development or resource degradation.
The Soil Health Solution: Improving soil health naturally can protect our working lands from erosion and desertification and ensure that our food-producing acres stay fertile and productive.
3. Weather extremes like drought and climate change pose increasing food production challenges.

Earth Team Volunteers Help USDA Soil Scientists Collect Data in Remote Minnesota

A group of dedicated volunteers helped make it possible for soil scientists with USDA’s Natural Resources Conservation Service (NRCS) to collect soil samples in remote parts of Minnesota.
Today kicks off National Volunteer Week, and NRCS is celebrating the hard work of Earth Team volunteers like the seven people in Minnesota who aided in the soil survey.
Earth Team volunteers, the agency’s volunteer corps, make a big difference, said Larissa Schmitt, a soil scientist with NRCS. “The volunteers’ wilderness skills were a huge time savings to the soil scientists,” she said.
Seven volunteers logged 510 hours of service in the Boundary Waters Canoe Area Wilderness for assisting Schmitt and other NRCS staff on five expeditions last year. The volunteers included Aaron Janz, Dennis Meinert, Timothy Nigh, Kyle Lilly, Kim Steffen, Jeffery Albers and Meghan Zenner.
The area is composed of a million acres in northeastern Minnesota and is managed by the U.S. Forest Service. NRCS and the Forest Service partnered to collect soils data for 595,000 acres with more than 200 sample points.
“One of the biggest challenges is the remoteness of the area that can only be reached by either canoe or on foot,” Schmitt said.
The expeditions ranged from five to 10 days with average work days of 10 hours. Earth Team volunteers assisted NRCS soil scientists by navigating, paddling canoes, bushwhacking to sample points, carrying soil sampling tools, digging soil pits and recording soil data. After work hours, volunteers cooked by campfire, chopped fire wood, hung bear bats and kept the camp clean.
This soil sampling project is a national pilot project for digitally mapping soils to create digital soil survey products. As NRCS moves ahead with more soil products, lessons learned from the project are invaluable, Schmitt said. This is all part of NRCS’ Web Soil Survey, which provides free soils information online.

Individuals from all walks of life donate their time to NRCS. These diverse skill sets help NRCS with its mission of “Helping People Help the Land.”
Volunteers can help with almost any task that an NRCS employee does as part of his or her job duties. From soil sampling in the wilderness to preparing accounting paperwork, volunteers help NRCS get conservation on the ground. Even virtual volunteering is possible.
In the past fiscal year, more than 22,000 Earth Team volunteers donated more than 330,000 hours of their time to Earth Team. These hours are valued at more than $7.3 million.

Secretary's Column: A New Report Shows the Critical Benefits of Farm Bill Conservation

America’s farmers, ranchers and landowners have led the way in recent years to conserve and protect our soil, water and wildlife habitat.
With the help of Farm Bill programs, the U.S. Department of Agriculture has worked with a record number of producers since 2009 – more than 500,000 of them – to get this important work done.
Ever since the Dust Bowl, we’ve known that investments in conservation on working lands and other wild areas is important. And this week, a new report amplified our understanding for the critical importance of the Farm Bill in protecting natural resources in the Chesapeake Bay Watershed.
The report showed that over the past seven years, conservation efforts have reduced the amount of nitrogen leaving fields by 48.6 million pounds each year – about 26 percent – and reducing phosphorus by 7.1 million pounds, or 46 percent.
These conservation practices are also preventing soil erosion, helping to ensure that our farm fields across the Chesapeake Bay Watershed remain vibrant and productive in the years to come. Conservation practices have lowered the estimated amount of eroded soil by about 15.1 million tons every year, or 60 percent. Put another way, that’s enough soil to fill about 150,000 railcars.
In addition to ensuring healthy cropland and clean water, these programs strengthen wildlife habitat that boosts outdoor recreation. From hunting and fishing, to camping and hiking, outdoor recreation adds more than $640 billion in benefits to our economy each year.
The Chesapeake Bay watershed initiative is just one of many landscape-scale initiatives undertaken by USDA in recent years. From the Mississippi River Basin to the Ogallala Aquifer, USDA has worked with producers to enroll millions of acres in targeted landscape initiatives – and today’s report once again highlights the positive impact this work can have across the nation.
From clean soil to healthier water, the benefits of conservation impact every American – and they’re one reason why USDA is pressing Congress this fall to provide a comprehensive, multiyear Food, Farm and Jobs Bill that continues our record conservation efforts.
A new Farm Bill would continue targeted conservation efforts on working lands that ensure soil quality, water quality, erosion control, forest restoration, and wildlife habitat. It would continue major working land programs such as the Environmental Quality Incentives Program and Conservation Stewardship Program, through which USDA has provided more than 190,000 landowner contracts since 2009, as well as the Conservation Reserve Program under which we have held a signup each year during this Administration.
A new Farm Bill would also ensure that tens of millions of acres remain in conservation practices by linking crop insurance compliance to conservation program participation.
Across the nation, our farmers, ranchers and landowners are stepping up to protect our natural resources. They deserve our support – and the most important thing that can happen today is for Congress to achieve passage of a new Food, Farm and Jobs Bill that stands by producers and continues our long legacy of conservation.

USDA Celebrates Soil's Importance on its Special Day

Too often, it’s treated like dirt. But this week our living and life-giving soil is finally getting some of the respect it deserves today, for World Soils Day.
While soil may not enjoy the media attention of Thanksgiving, Christmas or New Year’s, it can be argued that it shares importance with all three. Where would we be without soil?
This amazing resource is responsible for nearly all life on the planet. Naturalist Aldo Leopold describes soil perfectly, saying: “Land is not merely soil, it is a fountain of energy flowing through a circuit of soils, plants and animals.”
Understandably, it’s easy to take soil for granted because it’s mostly hidden from view — and few who live off the farm have reason to give it a second thought. Fortunately, scientists, conservationists and farmers are increasingly recognizing that keeping our soil healthy and functioning is the key to our survival.
USDA’s Natural Resources Conservation Service and its conservation partners are working directly with private landowners to improve the health of the soil on our working lands. And by improving the health of the soil, we are also improving the health and vitality of our farms, families and communities.
This renewed focus on the health of our soil has created an exciting new revolution in American agriculture as farmers, ranchers and other landowners are increasingly making their land more productive and sustainable through soil health management systems.
Although all farming operations are different, most all can benefit from:
- keeping the soil covered as much as possible;
- disturbing the soil as little as possible;
- keeping plants growing throughout the year to feed the soil; and
- diversifying plants as much as possible using crop rotation and cover crops.
By improving soil health can harvest benefits on and off the farm including increasing farmland sustainability and resilience, improving water and air quality, providing wildlife habitat and reducing flooding.
This work ensures healthy soil will be plentiful for future generations.
World Soil Day serves as a reminder to all of us that we owe our existence to the soil. President Franklin Roosevelt says it best: “The nation that destroys the soil destroys itself.”
In naming Dec. 5 World Soil Day and 2015 as International Year of Soils, the Food and Agriculture Organization of the United Nations aimed to focus attention on something we see, touch, walk on and depend on every day – and should never take for granted.
As we face mounting global production, climate and sustainability challenges, I believe there is no better time to work hand-in-hand with farmers and ranchers to improve the health of this critical living resource.

Mimic Nature to Harvest Benefits of Healthy Soil, Expert Says

In the minds of many, a freshly tilled field is picturesque – clean and ready for the next planting. But according to a soil health expert, what looks good to the eye, isn’t always good for the soil – or a farmer’s bottom line.
Thursday, on World Soil Day, USDA’s Natural Resources Conservation Service is celebrating the importance of healthy soils and sharing how farmers and ranchers can help care for it through conservation practices like no-till.
When soil is heavily tilled, the stalks from the previous crop are chopped, and the top several inches of soil structure are disturbed. Conventional thought suggests this fluffing action allows for better seed placement, but Ray Archuleta, NRCS conservation agronomist, said that no-till systems, especially when combined with cover crops, are better – and lead to healthier, more drought-resistant soil.
Archuleta, who works at the agency’s East National Technology Center in Greensboro, N.C., said no-till has significant financial benefits for producers, too.
“No-tillage can save thousands of dollars every year in fuel, labor and equipment maintenance,” Archuleta said. “The key is to let the soil organisms do the work.”
Tennessee grain farmer Bartt McCormack has refrained from tilling — instead using no-till planting — for more than 35 years. He knows first-hand why no-till with cover crops has created a favorable soil ecosystem. They’ve had a positive impact on his bottom line, he said.
“We’re a 90-95 percent no-till operation,” he said. “When you start pulling iron over 6,000 acres, it takes a lot of labor and a lot of fuel.”
McCormack grew up using tillage on the family farm, but after enrolling in NRCS programs, the farm began implementing no-till on more and more acres.
But McCormack cautions there is a process in transitioning to a no-till operation. He advises that farmers have to re-tool and change management practices on herbicides and rotations, but most importantly, they need to have an open mind at the possibilities that no-till with cover crops can bring.
“It’s not like changing a pair of pants,” he said.
McCormack has seen a boost in yields since he made the transition to no-till. “I’ve seen a 60 bushel difference in yield,” he said. “That’s a tremendous amount.”
On fields where he also planted cover crops, McCormack said his yields were event better. “Looking back, plowing up my fields was reducing my yields.”
Like a growing number of farmers across the nation, McCormack is sold on the benefits of improving soil health. He plans to continue experimenting with different varieties and combinations of cover crops, including planting multiple species on nearly all of his 6,000 no-till acres this fall.

Secretary's Column: Taking New Steps to Care for the Land and Water

Natural resource conservation is paramount to the ongoing strength of our nation. Healthy soil contributes to agricultural productivity. Healthy forests clean our water and air. Vibrant waterways are critical for our health, for transportation and for trade. Investments into conservation spur job growth and community development, particularly in rural areas.
This is an uncertain time for USDA conservation activities. Congress has not yet passed a comprehensive Food, Farm and Jobs Bill that would continue to invest in conservation efforts, while providing rural America with certainty regarding many other important programs.
As we continue urging Congress to provide a new Food, Farm and Jobs Bill, USDA this week took several new steps to strengthen conservation across the country.
We invested in innovation by awarding new grants under USDA’s Conservation Innovation Grants program. New technologies and tactics are constantly emerging that help producers and landowners care for the environment. These 33 new awards will help organizations across the country carry out advanced new conservation strategies and share them with producers. For example, several projects will investigate the benefits of cover crops, which could help producers grow more while mitigating the impacts of a changing climate.
These new project awards are part of more than 260 projects funded since 2009, including a special group of Conservation Innovation Grants to help agriculture adapt to drought.
We also invested this week in the future of renewable energy from wood products. USDA announced a partnership with industry to work toward additional wood-to-energy projects, while awarding more than $1 million in grants for five statewide teams that will further develop these efforts. This builds on past work that has resulted in more than 230 wood-to-energy projects created under the Obama Administration.
Advanced wood energy provides a wide range of benefits for our nation. It encourages forest restoration by providing a new way to use wood byproducts. It contributes to an “all-of-the above” energy strategy, giving folks an alternative to costly energy sources. And it helps to create good jobs in energy and forestry for rural Americans. Renewable wood energy holds tremendous promise for rural America, and the new investments made this week are yet another step forward for this technology.
To cap off a week of positive new developments for USDA conservation efforts, we announced today that the U.S. Forest Service will partner with Coca-Cola, the National Forest Foundation and the National Fish and Wildlife Foundation in a long-term effort to restore and clean waterways in our National Forests.
National Forests provide drinking water for more than 60 million Americans – and working together, USDA and Coca-Cola will undertake a range of projects in the coming years to restore forest waterways. These include working on the Angeles National Forest in California to prevent erosion caused by wildfire; restoring a stream in New Mexico that was previously impacted by industrial activity; and enhancing waterways within the Lake Michigan watershed.
Our hope is that these restoration projects will stand as an example for the benefit of public-private partnership to deliver results for the American people, even in a time of tighter budgets.
These new efforts complement the wide range of work we will continue to do with a focus on delivering record conservation results for Americans. With the right tools, including a new Food, Farm and Jobs Bill, there is much more we can achieve in the years to come.

USDA Researchers Working Together to Conserve Our Nation's Resources

USDA researchers are working together to protect and conserve our beautiful nation and all of its majestic natural resources for generations to come. As part of USDA’s Conservation Effects Assessment Project (CEAP), more than 60 USDA-Agricultural Research Service (ARS) scientists are working together to gain a better understanding of the role that agricultural conservation programs and practices play in achieving our nation’s environmental objectives of clean air and water, healthy soils and flourishing natural habitats.
USDA began the CEAP program in 2003 to study the environmental benefits of conservation practices implemented through 2002 Farm Bill programs. As part of CEAP, ARS scientists are evaluating 14 watersheds across 12 ARS locations to provide the additional scientific basis for the CEAP National Assessment being led by USDA’s Natural Resources Conservation Service. Those watersheds were selected in part to address specific concerns, like manure management on animal feeding operations, water use on irrigated cropland, drainage water management, wildlife habitat and riparian restoration. These watershed studies also should help develop performance measures for estimating soil, water and air quality, and perhaps other potential benefits for specific conservation practices.
ARS scientists have developed Web-based tools, databases and models to help farmers, ranchers, land managers, policy makers, other Federal agencies and experts more easily manage and evaluate information that can help them make more informed environmentally- and economically-based decisions that support our nation’s conservation efforts.
As a further extension of ARS’ conservation research efforts, in September 2012, ARS established the Long-Term Agro-ecosystem Research (LTAR) network, which includes 10 ARS sites and builds on existing ARS experimental watersheds—including several that also contribute to the CEAP watersheds and rangelands efforts nationwide. The LTAR network addresses large-scale, multi-year research, environmental management and technology transfer related to the nation’s agricultural ecosystems in an assortment of different environments, at regional-to-continental scales.
What we do and how we do it has a lasting impact on our wildlife and their habitats, our water, land, air, and ultimately our planet’s health as a whole. Information gleaned from programs like CEAP and LTAR will provide a stronger knowledge base on the true effects that agricultural, environmental and other practices have on our nation’s natural resources—helping us all to be better stewards and protectors of our world.

USDA’s new online carbon-capture calculator, COMET-Farm™, has nothing to do with comets. This tool is all about farms and their potential to help planet Earth. Since its recent release more than 4,200 visitors have already explored the new online COMET-Farm™ tool to learn how they can become part of the climate change solution.
Record-breaking concentrations of carbon dioxide in the atmosphere are accelerating climate change. Agriculture has the unique opportunity to help contribute to a solution, as demonstrated by COMET-Farm™.
“When farmers use conservation practices, they improve soil health,” NRCS air quality scientist Dr. Adam Chambers says. “Healthy soil captures and stores carbon, effectively removing it from the atmosphere.”
Chambers, a lead developer of COMET-Farm™, has spent the past three years improving this tool, which calculates the environmental benefits of conservation.
Here’s how it works: producers enter information about their land and management—including location, soil characteristics, land uses, tillage practices and nutrient use—into the online tool. The tool then estimates the environmental benefits associated with conservation practices for cropland, pasture, rangeland, livestock operations and energy.
NRCS scientists released the first version of CarbOn Management & Emissions Tool (COMET) in 2005. Developed in partnership with Colorado State University, the first version calculated only how much carbon soil could capture. Later versions expanded the scope of the tool to include agroforestry components, energy and livestock.
“As scientists, our greatest challenge in developing COMET-Farm has been knowing when good is good enough,” says Chambers. “We wanted the tool to be as accurate as possible, but we had to find that balance between scientific accuracy and simplicity.”
With environmental markets emerging around the country, COMET-Farm™ will help producers estimate the value of carbon credits they could earn from various conservation practices. Conservation will not only pay indirectly through improved yields, lower energy costs, soil resiliency and other production-related benefits,– but could also be profitable in the environmental marketplace.
COMET-Farm™ is applicable to all agricultural lands in the lower 48 states. The tool is available for use at www.comet-farm.com. Future model releases are planned by NRCS as new methods for calculating greenhouse gas emissions become available.
Since its inception in 1935, the NRCS conservation delivery system has advanced a unique partnership with state and local governments and agricultural producers delivering conservation based on specific, local conservation needs, while accommodating state and national interests.

(Kansas City, Kan., July 10, 2012) - Kellwood Company has
entered into a settlement with EPA and the State of Missouri, to clean up
contamination associated with its former metal fabrication plant in New Haven,
Mo.
The settlement requires Kellwood to clean up soils and ground water
contaminated with tetrachloroethylene, also known as PCE, a common industrial
degreaser, at what is known as the Riverfront Superfund Site, Operable Units 2
and 6. Kellwood has also agreed to pay past and future response costs incurred
by EPA and the State of Missouri associated with those two Operable Units
(OUs).
“The signed agreement reflects the commitment EPA has to holding
polluters accountable for their actions in order to protect human health and the
environment,” EPA Region 7 Administrator Karl Brooks said. “I commend Kellwood
for voluntarily entering into this agreement and taking responsibility for their
past actions in the community of New Haven.”
The Riverfront Superfund Site was listed on EPA’s National Priorities
List (NPL) in 2000 and consists of six Operable Units. Operable Unit 2 is the
site of a former metal fabrication plant, owned and operated by Kellwood from
approximately 1973 until 1985. Operable Unit 6 is the ground water contaminant
plume emanating from OU 2 which has contaminated residential drinking water
wells in the area. Kellwood has supplied whole house water filtration systems
for the affected homes.
In 2011, EPA issued a Record of Decision setting forth the remedial
actions to be taken at OUs 2 and 6.

EPA Seeks Public Input on Plan for Cleanup at
American Cyanamid Superfund Site in Bridgewater Township, N.J.

(New York, N.Y. - Feb. 16, 2012) The U.S. Environmental Protection Agency has proposed a cleanup plan for contaminated soil, ground water and six waste disposal areas at the American Cyanamid Superfund Site in Bridgewater Township, New Jersey, located on the Raritan River. The soil, ground water and waste disposal areas, called impoundments, are contaminated with volatile organic compounds and other hazardous materials. The ground water underlying the site is highly contaminated with benzene. Area residents are serviced by a public water supply that provides a safe source of drinking water.
The EPA is encouraging the public to comment on the plan through March 31, 2012 and will hold a public meeting on March 8, 2012 at 7:00 PM at the Somerset County Vocational and Technical High School, 14 Vogt Drive, Bridgewater, New Jersey.
"The cleanup plan for the American Cyanamid site is an important milestone in the EPA efforts to protect the health of people who live or work near the facility and water quality in the Raritan River," said EPA Regional Administrator Judith A. Enck. “EPA encourages the public to comment on the proposed plan and to learn more about it at the March 8 public meeting.”
Many volatile organic compounds are known to cause cancer in animals and benzene can cause cancer in people. Some volatile organic compounds have no known health effects. The extent and nature of potential health effects depend on many factors, including the level and length of exposure.
The American Cyanamid Superfund site has a history of industrial pollution dating back to 1915. For nearly 100 years, prior owners used the location for manufacturing chemicals. The site was placed on the federal Superfund list in 1983 after hazardous chemicals were found in the soil and ground water. The 435-acre Superfund site contained various areas used for the disposal of chemical sludge and other waste. In 1998, the EPA deleted 140 acres of the site from the Superfund list after they were evaluated and determined to be acceptable for redevelopment. The TD Bank Ballpark Stadium was subsequently built on a portion of the area. In 2009, Pfizer Inc. assumed responsibility for the American Cyanamid site as part of its purchase of the Wyeth Holding Corporation, a prior owner.
Because of the nature and complexity of the contamination at the site, the EPA divided the investigation and cleanup into phases. The plan announced today is the first phase of the cleanup. The proposed plan announced today details approaches to address contaminated soil, ground water and six waste disposal areas (Impoundments 3, 4, 5, 13, 17 and 24). Two additional impoundments (Impoundments 1 and 2) are the focus of a separate study to consider the feasibility of options to address them.
The highly toxic material in Impoundments 3, 4, and 5 will be treated at their current locations by introducing a mixing agent into the waste to make it more solid. This treatment method is a proven technology that immobilizes contaminants to prevent their migration. After this step, the waste disposal areas will be covered with a barrier system that traps vapors and prevents contaminated air from escaping into the atmosphere.
The soil at the site will be addressed using three different methods depending on the extent of the pollution in the soil. Soil that consists of tarry material or is highly toxic, similar to the waste within Impoundment 3, 4, and 5, will be excavated and combined with the material in the three impoundments. It will be treated with the existing waste in Impoundments 3, 4 and 5. Soil that contains volatile and semi-volatile organic compounds will be covered with a vapor control barrier and mitigation system to prevent the release of vapors into the air. Soil that has a lower level of pollution will be covered by a 24-inch thick engineered cap that will serve as a barrier that prevents direct contact. Additionally, the EPA will conduct an ecological study of the waste in Impoundments 13, 17 and 24, which are located in the flood plain of the site, to determine the appropriate treatment for these materials.
A currently operating ground water collection system, which has already treated millions of gallons of contaminated ground water at the site, will be improved by relocating the primary extraction wells to a more central location. Several new extraction wells will be added to enhance the efficiency of the ground water collection system. In addition, a recovery system for collecting and treating shallow contaminated ground water from portions of the site will be constructed at several locations. This system will prevent contaminated ground water from seeping into the Raritan River, Cuckhold’s Brook and Middle Brook. The details of these improvements will be developed during the remedial design phase of the cleanup project.
The proposed plan also calls for the placement of controls such as legal restrictions on land use to minimize the potential of future exposure and to ensure that the cleanup measures are not disturbed. Throughout the cleanup, monitoring will be conducted to ensure the effectiveness of the remedy. The EPA will conduct periodic reviews to ensure that the cleanup remains protective of public health and the environment.
