Pollution in the Home: Kitchens Can Produce Hazardous Levels of indoor Pollutants

Berkeley Lab research on indoor air quality finds previously overlooked dangers.

Scientist Brett Singer is a vegetarian. So why has he been frying up hamburgers? Singer and his team of Lawrence Berkeley National Laboratory (Berkeley Lab) indoor air researchers have found hazardous levels of nitrogen dioxide and carbon monoxide in a surprisingly large portion of California home kitchens. What’s more, their studies have shown that the most common device for mitigating this indoor air problem—range hoods—vary widely in performance.
In a small nondescript building in a parking lot on the Berkeley Lab site, Singer’s group has set up a test kitchen to conduct a battery of cooking trials. By frying up burgers and green beans with a variety of range hoods operating at different settings, the researchers are collecting important data on the impacts to air quality as well as developing a standard test for range hoods that could eventually allow consumers to evaluate and compare their effectiveness.

In a study of southern California homes to be published soon in Environmental Health Perspectives, Singer’s group found that a significant portion of residences exceed outdoor air quality standards for several pollutants on a weekly basis as a result of cooking with gas burners. “If these were conditions that were outdoors the EPA [Environmental Protection Agency] would be cracking down. But since it’s in people’s homes, there’s no regulation requiring anyone to fix it,” Singer said. “Reducing people’s exposure to pollutants from gas stoves should be a public health priority.”
Berkeley Lab’s team of indoor air quality researchers is the oldest and most comprehensive in the country and has contributed to many of the standards and building codes now in place for both homes and industrial buildings, such as schools and offices. In recent years, as more attention has been paid to making buildings more energy efficient—which often means making them “tighter,” or less leaky, to reduce heating and cooling costs—ventilation has become increasingly important.
Dangers of Poor Ventilation
Without appropriate ventilation, indoor air quality can suffer and cause serious health problems. A previous Berkeley Lab study, which Singer co-authored with Berkeley Lab scientist Jennifer Logue, found that the aggregate health consequences of poor indoor air quality—of which cooking is the major but not sole source—are as significant as those from all traffic accidents or infectious diseases in the United States.
In a recent study led by Logue, the team analyzed extensive data from several sources to understand how common it is for California homes to experience indoor air pollution at hazardous levels. They estimated that 60 percent of homes in the state that cook at least once a week with a gas stove can reach pollutant levels that would be illegal if found outdoors. That equates to 12 million Californians routinely exposed to nitrogen dioxide levels that exceed federal outdoor standards, 10 million exposed to formaldehyde exceeding federal standards and 1.7 million exposed to carbon monoxide exceeding ambient air standards in a typical week in winter.

Berkeley Lab’s Tips for Buying and Using Range Hoods

  • Turn on the hood every time you cook, and set the fan to the highest setting that the noise is tolerable.
  • Make sure it vents to the outdoors. If it doesn’t, the hood will simply recirculate air in the kitchen.
  • If your range hood does not extend over the front burners, cooking on the back burners could make the hood up to twice as effective at removing pollutants.
  • If buying a new hood, it should cover your front burners and have a setting that moves at least 200 cubic feet of air per minute.
  • If having a range hood is not possible, opening a window while cooking does help.
These pollutants can come both from the cooking burners—especially gas burners but to a lesser extent electric burners also—as well as from cooking itself. The primary health effect of nitrogen dioxide, which is also found in the fumes of any type of combustion, is an increased likelihood of respiratory problems. Exposure to carbon monoxide is most serious for those who suffer from cardiovascular disease as it can enter the bloodstream and reduce oxygen delivery to the body’s organs and tissues.
The indoor pollutant that scientists believe may be most harmful to human health is particles, including fine particles, which are less than 2.5 micrometers in diameter, and ultrafine particles, which are smaller than 1 micrometer. They are produced by both gas and electric burners and by cooking. They are potentially very harmful because they can enter the lungs and, for the smaller particles, enter the bloodstream or other tissues.
“Electric burners produce ultrafine particles essentially by volatilizing dust,” Singer explained. “It’s the same process with your toaster, resistance heater or radiator if you haven’t used it for awhile. After you turn it on, you can smell it­—it smells terrible. You’re smelling the chemicals that have been volatilized. Once they’re in the air, they recondense into these ultrafine particles. This is the chemistry lab in your kitchen.”
Range Hoods Can Help—Or Can They?
Singer recommends the use of range hoods while cooking. “If every one one of those homes were to use a range hood that exhausts to the outside and is even moderately effective, the number of homes exceeding the standards would drop by more than half,” he said.
Still, Singer’s previous studies have found that range hoods vary widely in their capture efficiency, or effectiveness at removing pollutants. In a laboratory study of seven modelsranging from $40 to $650, he and colleague Woody Delp found capture efficiencies ranging from 15 to 98 percent, and also found that a higher price did not guarantee better performance.
Another study of 15 range hoods installed in homes found that airflows often fell below advertised values and that less than half of the pollutants emitted by gas burners are removed in many instances. What’s worse, there’s no rating system that will tell consumers which products are better at removing pollutants.
A Rating System for Range Hoods
This is where the burgers come in. In the test kitchen Singer and his team are measuring the pollutants emitted by cooking foods at different temperatures and then evaluating how effective different range hoods used in different configurations are in capturing the pollutants.
Delp is in charge of making sure that every burger and every batch of green beans is cooked in precisely the same way each time—whether operating at low or high setting, whether on the front or back burner, repeated three times each. He is also making a “simulated pie,” which consists of a spoonful of corn syrup on a pan to simulate drippings—the main source of emissions from the oven—to gather the same data for baking.
The aim of these experiments is to develop a reliable test methodology that manufacturers of range hoods can use to give a rating to their product. Currently, range hoods are rated only for energy efficiency and noise level but not for pollutant capture efficiency.
“There are some relatively effective and quiet range hoods on the market at affordable prices,” Delp said. “Still, while consumers can get information about sound levels and airflow ratings for some models, there is currently no standard rating for effectiveness. ”
The Berkeley Lab researchers are working toward an ASTM International test standard that manufacturers could voluntarily use to rate their products.
Further down the road, Singer’s team would like to see quieter hoods that come on automatically. The research involves finding a robust control algorithm for turning the fan on and off. “We want systems that don’t require people to turn things on,” Singer said. “When your water heater comes on, the exhaust gases go outside, and you don’t have to flip a switch. It should be the same in the kitchen.”

Armstrong Environmental Services to Pay $35,000 Penalty for Clean Water Act Violations at Lancaster, Pa. Facility 

(PHILADELPHIA – March 1, 2012) The U.S. Environmental Protection Agency today announced a settlement with Armstrong Environmental Services (AES) over alleged Clean Water Act violations at the company’s waste processing and disposal facility in Lancaster, Pa. AES agreed to pay a $35,000 penalty for allegedly exceeding permit limits when discharging industrial wastewater pollutants to the City of Lancaster Wastewater Treatment Plant in Lancaster County, Pa. The settlement also requires the company take actions to minimize the likelihood of future violations.

EPA’s complaint alleged AES exceeded its pretreatment permit discharge limits for pollutants oil and grease, pH and copper for a period of five-years. As part of the settlement, AES did not admit liability for the alleged violations, but has certified that it is now in compliance with applicable Clean Water Act requirements.
 The Clean Water Act requires companies discharging pollutants to publicly owned wastewater treatment works (POTWs) to obtain a permit from the POTW limiting the amount of pollution that may be discharged to the plant. This usually requires some type of pretreatment by the discharging facility.

Pretreatment permit limits for pollutants are established in order to prevent impairment of waterways, either as a result of pollutants passing through the POTW -- or interference with the functioning of the treatment plant.

EPA Issues Permit for Stormwater Discharges from Construction Sites
New permit includes more protections for waterways, shaped by important public and stakeholder feedback

WASHINGTON – The U.S. Environmental Protection Agency (EPA) is issuing a new permit, in accordance with the Clean Water Act, that will provide streamlined permitting to thousands of construction operators, while protecting our nation’s waterways from discharges of polluted stormwater from construction sites. Stormwater discharges from construction sites can contain harmful pollutants, such as nutrients, that contaminate waters, increase drinking water treatment costs, and damage aquatic ecosystems. The new permit was shaped by important input from the public and stakeholders to ensure that it provides important protections for waterways, while also providing flexibility to operators.

The 2012 construction general permit (CGP) is required under the Clean Water Act and replaces the existing 2008 CGP, which expired on February 15, 2012. The new permit includes a number of enhanced protections for surface waters, including provisions to protect impaired and sensitive waters. Under the Clean Water Act, national pollutant discharge elimination system (NPDES) permits are typically issued for a five-year period, after which time EPA generally issues revised permits based on updated information and requirements, as is the case with today’s announcement. NPDES permits control water pollution by including limits on the amount of pollutants that can be discharged into waterways by specific sources. The permit also provides new flexibilities for operators. For example, it allows for emergency projects (e.g., restoration following a flood or other natural disaster) to begin immediately without permit authorization from EPA, while still retaining full authority for EPA to ensure that the project proceeds in an environmentally responsible manner once it has commenced. The permit also enables operators of already permitted projects flexibility where compliance with a new permit requirement is economically impracticable.  

The 2012 CGP updates include steps intended to limit erosion, minimize pollution sources, provide natural buffers or their equivalent around surface waters, and further restrict discharges to areas impaired by previous pollution discharge.

Many of the permit requirements implement new effluent limitations guidelines and new source performance standards for the construction and development industry that became effective on February 1, 2010, which include pollution control techniques to decrease erosion and sediment pollution.

The permit will be effective in areas where EPA is the permitting authority: Idaho, Massachusetts, New Hampshire, New Mexico, Washington, D.C., and most U.S. territories and in Indian country lands.

EPA invited the public to comment on the draft permit. The agency also had a webcast to introduce owners and operators of construction sites, members of the public, and State or Tribal permitting authorities to the new requirements of the proposed CGP.

EPA Orders Louisiana Poultry Farms to Stop Discharging

(DALLAS – February 10, 2012) The Environmental Protection Agency (EPA) has issued cease and desist administrative orders to two chicken broiler facilities in Lincoln Parish, Louisiana, for discharging chicken litter into a tributary of the Dugdemona River.

The Mike Reeves 1 and Beaver Creek Farm chicken broiler facilities are concentrated animal feeding operations located approximately four miles east of Arcadia on the south side of U.S. Highway 80, Lincoln Parish. The broiler facilities have been ordered to immediately stop all discharges of pollutants into waters of the United States.

“We expect poultry farms to put food on our tables, not waste into our rivers,” said EPA Regional Administrator Al Armendariz. “Owners and operators of animal feeding operations have a responsibility to comply with the law.”

On January 24 and 25, 2012, the EPA inspected the facilities and found unauthorized discharges of pollutants from chicken litter storage piles to an unnamed tributary of the Dugdemona River.

As a result of the inspection, the owners and operators of the Mike Reeves 1 and Beaver Creek Farm chicken broiler facilities have been ordered to immediately take action to stop all discharges of pollutants from their facilities’ chicken litter storage piles. Within 30 days they must submit to EPA and the Louisiana Department of Environmental Quality (LDEQ) a certified summary, including photographs, that document the unauthorized discharges have been stopped.

Oak Ridge Lays Out Big Plans for 2012

OAK RIDGE, Tenn. – Last year, Oak Ridge’s Environmental Management (EM) program logged one of its most successful years due to sound project management and achievements in American Recovery and Reinvestment Act work.
Oak Ridge plans to maintain that momentum in 2012, and the year is off to a great start. EM employees are making considerable progress on Oak Ridge’s largest projects, specifically the K-25 Demolition Project and Uranium-233 Disposition Project
“Our employees laid an excellent foundation last year through the Recovery Act and cooperation with our newly selected prime contractor, URS | CH2M Oak Ridge,” said Sue Cange, acting assistant manager for EM in Oak Ridge. “Those efforts have set the stage for an ambitious year, allowing us to make substantial gains in our work to meet requirements with regulators, protection of the environment, and furthering DOE’s other missions onsite.”

Employees at Oak Ridge are accelerating work at K-25’s East Wing. Sixty percent of the remaining structure is expected to be down by the end of the September. 

Currently, Oak Ridge’s EM program has a list of 40 active projects with a wide range of scopes and complexity. At the East Tennessee Technology Park (ETTP), employees are removing K-25’s East Wing more rapidly than anticipated, with 26 percent of the 796,000-square-foot structure down and 60 percent planned for demolition by the end of September. Built as part of World War II’s Manhattan Project, K-25 housed the world’s first gaseous diffusion plant for enriching uranium.
EM is making progress finalizing the K-25 site’s historic preservation plans, which have been under negotiation since 2006. A final agreement is expected this spring.
Also at ETTP, pre-demolition work is scheduled to begin shortly in Building K-27. The eventual removal of this highly contaminated, 383,000-square-foot former gaseous diffusion facility will substantially eliminate risks and free millions of dollars in security and maintenance costs for cleanup elsewhere.
At the Oak Ridge National Laboratory (ORNL), employees removed the 4,000-gallon Tank W-1A this month. The tank, located in ORNL’s central campus, was the greatest source of groundwater contamination at the site. From 1951 until 1986, the tank collected and stored liquid waste from radiochemical separations and high-radiation facilities at ORNL, until significant levels of soil and groundwater contamination were traced to the vessel. Currently, employees are removing the surrounding contaminated soils. The project is expected to be complete this summer in accordance with the Tennessee Department of Environment and Conservation (TDEC) and the U.S. Environmental Protection Agency’s (EPA) milestone.

Also at ORNL, Oak Ridge’s EM program is advancing the Uranium-233 Disposition Project. In late December, the first shipment of inventory from Building 3019 was sent offsite, marking the beginning of the end for the world’s oldest operating nuclear facility. The first phase of shipments is expected to be complete during the next six to nine months.
 At the Y-12 National Security Complex (Y-12), workers continue performing the second round of Recovery Act projects made possible through savings from previous Recovery Act projects. This second round of projects is directed toward mercury mitigation. For example, EM workers are developing an absorption unit to capture and treat mercury-tainted water from a location that is one of the main contributing factors of mercury entering the Upper East Fork Poplar Creek.  
EM is making headway on its National Priorities List (NPL) Site Boundary Delineation Project, which is in the final stages of characterizing 16,000 acres within the Oak Ridge Reservation. When complete, the uncontaminated areas will be removed from the existing NPL. The list, maintained by the EPA, contains sites with known or threatened releases of hazardous substances, pollutants, or contaminants.
Once areas are removed from the list, they can be approved for a greater range of new development and reuse activities. Most water and soil samples have been analyzed and validated, with the final two samples scheduled for completion this month. The overall project remains on schedule to meet a Sept. 30 milestone with TDEC and the EPA.

EPA Releases New Tool with Information about Water Pollution Across the U.S.

WASHINGTON
– The U.S. Environmental Protection Agency (EPA) announced the release of a new tool that provides the public with important information about pollutants that are released into local waterways. Developed under President Obama’s transparency initiative, the Discharge Monitoring Report (DMR) Pollutant Loading Tool brings together millions of records and allows for easy searching and mapping of water pollution by local area, watershed, company, industry sector, and pollutant. Americans can use this new tool to protect their health and the health of their communities.

“Transparency leads to greater accountability and better information about pollution in our nation’s communities,” said Cynthia Giles, assistant administrator for EPA’s Office of Enforcement and Compliance Assurance. “By making the data we collect available in easy to use tools, we are keeping Americans informed about the health of the environment in their neighborhoods.”

Searches using the DMR Pollutant Loading Tool result in “top ten” lists to help users easily identify facilities and industries that are discharging the most pollution and impacted waterbodies. When discharges are above permitted levels, users can view the violations and link to details about enforcement actions that EPA and states have taken to address these violations.

Facilities releasing water pollution directly into our nation’s waterways, such as wastewater treatment plants or industrial manufacturers, must receive a permit to discharge under the Clean Water Act. Each permit sets specific limits for how much can be discharged. It also requires the permittee to frequently sample their wastewater discharges and report the data to their state or EPA permitting authority.

A link to the new tool can be found on EPA’s Enforcement and Compliance History Online (ECHO) website, which provides information about inspections, facility compliance, and state and federal enforcement actions. EPA has also released several new ECHO features, including a search for criminal enforcement cases and web developer tools that make it easy to tap into ECHO reports and maps.

EPA Environmental Justice Grant to Help Ironbound Community Promote Sustainable Practices through Urban Gardening and Environmental Education

(New York, N.Y. - Jan. 23, 2012) The U.S. Environmental Protection Agency is providing $25,000 to the Ironbound Community Corporation to enhance a community garden and promote environmental education in the Ironbound section of Newark, New Jersey. The wide variety of pollutants that affect the Ironbound, from existing and former chemical plants, waste industries, and trucks, airplanes and ships, has made the area a focus of EPA efforts to reduce pollution in low income neighborhoods.

“EPA environmental justice grants provide much needed funds to tackle local pollution problems in low income communities," said Judith A. Enck, EPA Regional Administrator. "The grant to the Ironbound Community Corporation will expand a community gardening project that brings children and adults together to learn about sustainable practices, and will train community residents on ways to reduce pollution in the Ironbound.”

More than 50,000 people live in this Newark neighborhood and it is one of the most densely populated and diverse areas of the city. Seventy-five percent of its residents speak a language other than English, including large numbers of people who speak Portuguese or Spanish. The community suffers from double-digit unemployment and high poverty.

There are a wide variety of pollutants in the Ironbound from existing and former chemical plants, the local garbage incinerator, and trucks, airplanes, and ships. Newark is densely populated and there is an elevated level of asthma in children living in the area. Poor air quality particularly impacts children and adults who are active outdoors, and people with respiratory diseases, such as asthma. Pathogens and toxic pollutants in the water pose risks to human health and water quality.

The area is heavily industrialized, and when a property has been previously used for industrial or commercial activities, the soil is often nutrient deficient, highly compacted and potentially contaminated. The health of the soil can be improved to support community gardens like the one planted by the Ironbound Community Corporation. Healthy soil holds water and contains beneficial organisms, plant nutrients and organic matter.

The Ironbound Community Corporation is the largest comprehensive social service provider in the area. The environmental justice grant to the organization will be used to enhance a community garden that provides environmental activities for residents. The project will support existing gardening efforts at the East Ferry Street Family Success Center, add new sustainability elements such as a rain harvesting system to better manage storm water, and link all greening and gardening activities to educational activities. In addition, the group will encourage civic participation and sustainability practices, and train community members on ways to address pollution.

Environmental justice means the fair treatment and meaningful involvement of all people, regardless of race or income, in the environmental decision-making process. Since 1994, the environmental justice small grants program has provided more than $23 million in funding to community-based nonprofit organizations and local governments working to address environmental justice issues in more than 1,200 communities. The grants further EPA’s commitment to expand the conversation on environmentalism and advance environmental justice in communities across the nation.
