Obama Administration Finalizes Historic 54.5 mpg Fuel Efficiency Standards
 Consumer Savings Comparable to Lowering Price of Gasoline by $1 Per Gallon by 2025

WASHINGTON, DC – The Obama Administration today finalized groundbreaking standards that will increase fuel economy to the equivalent of 54.5 mpg for cars and light-duty trucks by Model Year 2025. When combined with previous standards set by this Administration, this move will nearly double the fuel efficiency of those vehicles compared to new vehicles currently on our roads. In total, the Administration’s national program to improve fuel economy and reduce greenhouse gas emissions will save consumers more than $1.7 trillion at the gas pump and reduce U.S. oil consumption by 12 billion barrels.

“These fuel standards represent the single most important step we’ve ever taken to reduce our dependence on foreign oil,” said President Obama. “This historic agreement builds on the progress we’ve already made to save families money at the pump and cut our oil consumption. By the middle of the next decade our cars will get nearly 55 miles per gallon, almost double what they get today. It’ll strengthen our nation’s energy security, it’s good for middle class families and it will help create an economy built to last.”

The historic standards issued today by the U.S. Department of Transportation (DOT) and the U.S. Environmental Protection Agency (EPA) build on the success of the Administration’s standards for cars and light trucks for Model Years 2011-2016. Those standards, which raised average fuel efficiency by 2016 to the equivalent of 35.5 mpg, are already saving families money at the pump.

Achieving the new fuel efficiency standards will encourage innovation and investment in advanced technologies that increase our economic competitiveness and support high-quality domestic jobs in the auto industry. The final standards were developed by DOT’s National Highway Traffic Safety Administration (NHTSA) and EPA following extensive engagement with automakers, the United Auto Workers, consumer groups, environmental and energy experts, states, and the public. Last year, 13 major automakers, which together account for more than 90 percent of all vehicles sold in the United States, announced their support for the new standards. By aligning Federal and state requirements and providing manufacturers with long-term regulatory certainty and compliance flexibility, the standards encourage investments in clean, innovative technologies that will benefit families, promote U.S. leadership in the automotive sector, and curb pollution.

“Simply put, this groundbreaking program will result in vehicles that use less gas, travel farther, and provide more efficiency for consumers than ever before—all while protecting the air we breathe and giving automakers the regulatory certainty to build the cars of the future here in America,” said Transportation Secretary Ray LaHood. “Today, automakers are seeing their more fuel-efficient vehicles climb in sales, while families already saving money under the Administration’s first fuel economy efforts will save even more in the future, making this announcement a victory for everyone.”

“The fuel efficiency standards the administration finalized today are another example of how we protect the environment and strengthen the economy at the same time,” said EPA Administrator Lisa P. Jackson. “Innovation and economic growth are already reinvigorating the auto industry and the thousands of businesses that supply automakers as they create and produce the efficient vehicles of tomorrow. Clean, efficient vehicles are also cutting pollution and saving drivers money at the pump.”

The Administration’s combined efforts represent the first meaningful update to fuel efficiency standards in decades. Together, they will save American families more than $1.7 trillion dollars in fuel costs, resulting in an average fuel savings of more than $8,000 by 2025 over the lifetime of the vehicle. For families purchasing a model Year 2025 vehicle, the net savings will be comparable to lowering the price of gasoline by approximately $1 per gallon. Additionally, these programs will dramatically reduce our reliance on foreign oil, saving a total of 12 billion barrels of oil and reducing oil consumption by more than 2 million barrels a day by 2025 – as much as half of the oil we import from OPEC each day.
The standards also represent historic progress to reduce carbon pollution and address climate change. Combined, the Administration’s standards will cut greenhouse gas emissions from cars and light trucks in half by 2025, reducing emissions by 6 billion metric tons over the life of the program – more than the total amount of carbon dioxide emitted by the United States in 2010.

President Obama announced the proposed standard in July 2011, joined by Ford, GM, Chrysler, BMW, Honda, Hyundai, Jaguar/Land Rover, Kia, Mazda, Mitsubishi, Nissan, Toyota, and Volvo, as well as the United Auto Workers. The State of California and other key stakeholders also supported the announcement and were integral in developing this national program.

In achieving these new standards, EPA and NHTSA expect automakers’ to use a range of efficient and advanced technologies to transform the vehicle fleet. The standards issued today provide for a mid-term evaluation to allow the agencies to review their effectiveness and make any needed adjustments.

Major auto manufacturers are already developing advanced technologies that can significantly reduce fuel use and greenhouse gas emissions beyond the existing model year 2012-2016 standards. In addition, a wide range of technologies are currently available for automakers to meet the new standards, including advanced gasoline engines and transmissions, vehicle weight reduction, lower tire rolling resistance, improvements in aerodynamics, diesel engines, more efficient accessories, and improvements in air conditioning systems. The program also includes targeted incentives to encourage early adoption and introduction into the marketplace of advanced technologies to dramatically improve vehicle performance, including:

  • Incentives for electric vehicles, plug-in hybrid electric vehicles, and fuel cells vehicles; 
  • Incentives for hybrid technologies for large pickups and for other technologies that achieve high fuel economy levels on large pickups; 
  • Incentives for natural gas vehicles; 
  • Credits for technologies with potential to achieve real-world greenhouse gas reductions and fuel economy improvements that are not captured by the standards test procedures.

IBM Report: Technology Holds the Key to Nairobi's Development and Increased Competitiveness

As Kenya transitions from a rural to an urban population by 2020, modern approaches and technologies will help transform city systems, Prosperous and Sustainable Future
NAIROBI, KENYA - 07 Mar 2012: IBM (NYSE:IBM) today announced the launch of a report entitled "A Vision of a Smarter City: How Nairobi Can Lead the Way into a Prosperous and Sustainable Future" that highlights transportation, energy and public safety as three critical areas to address in line with the growth of Nairobi's more economically empowered and mobile younger generation.

The first of its kind to be produced in Africa, the report draws on the views of leaders and experts from the public and private sectors, World Bank, UN-HABITAT and civil society organizations. It outlines how Nairobi should turn to the latest technologies and global best practices to transform itself into a smarter and more efficient city as it strives to cope with an expanding population and become a major African business hub.
"With increased urbanization and substantial economic opportunities, major African cities like Nairobi are coming under more pressure than ever to transform," said Tony Mwai, Country General Manager, IBM East Africa. "For Nairobi to reach its full potential as a regional powerhouse, new technologies and approaches are required to modernize the city's systems and to make it a better place to live, work and do business."
Kenya's demographic challenges
Currently home to just over three million inhabitants, Nairobi's population is expected to soar to over five million by 2020 as migration to urban areas continues.
"Kenya is undergoing a simultaneous demographic and geographic transition," explains Wolfgang Fengler, the World Bank's lead economist in Kenya. "Today it is a rural country but by 2033 it will be an urban country with Nairobi receiving the greatest influx of new citizens."
Tackling traffic congestion requires new approaches as well as new infrastructure
According to IBM's Commuter Pain Survey, Nairobi citizens have the fourth most painful commute in the world. City officials estimate that traffic jams cost the economy over Sh50 million ($600,000) per day in lost productivity, fuel consumption and pollution.
City authorities are currently investing to improve Nairobi's roads and basic infrastructure. However, the report highlights that investment in the city's road network should not be the only strategy for addressing traffic congestion.
"Nairobi needs new transport alternatives urgently.  It is increasingly obvious that Nairobi must move beyond the traditional model of just building roads to solve traffic problems. It needs a combination of physical infrastructure, new ways of thinking and new technologies," said Andre Dzikus, Urban Mobility Unit, UN-HABITAT.
The IBM report lists a number of possible technological solutions to consider, including systems to better automate and improve traffic flow, micro chips embedded in driving licenses to record a driver's road history, priced road usage schemes and using mobile phone signal density to pinpoint and predict traffic jams.
Reliable and affordable energy increases efficiency and competitiveness
Energy is a critical and pressing issue for people living and working in Nairobi. According to KENGEN, Nairobi suffers from 11,000 high voltage fluctuations and power outages every month. For Nairobi's smarter city aspirations to be realized, energy has to be affordable as well as reliable.
"Nairobi's unreliable energy is not just an inconvenience, but also a critical business issue," said Linus Gitahi, CEO of Nation Media Group.
The report highlights the development of alternative energy sources, smart metering and incentive schemes to change energy consumption as possible solutions to some of Nairobi's energy problems.
A safer Nairobi needs smarter technologies and increased collaboration
Technology is already starting to help make Nairobi smarter and empower citizens. For example, to enhance security, an expanding CCTV network has been deployed by public and private players. However, the report underlines that analytics technologies are needed to make sense of the data generated by public safety systems.
The report also calls for better collaboration between public and private sectors as well as more integration between government departments. This issue is critical to public safety as Nairobi's citizens rely on a number of private security companies as well as public departments for emergency services. The report suggests that shared emergency resources between public and private sectors and centralized information systems could improve Nairobi's ability to deal with major city incidents such as last year's fuel explosion and fire in the impoverished Sinai district of the city in which more than 100 people were killed.
"By working together with the private sector, the government can create cities that meet the needs of their citizens more efficiently," said Bitange Ndemo, Information Permanent Secretary, Ministry of Information.
The report also underlines Kenya's advantage in technology innovation as a way to address some of the challenges of urbanization. Cloud computing, mobile technologies and social media could all play a role.
"The good thing about Kenya is that it is exporting as well as importing innovations," said Wolfgang Fengler from World Bank. "In the case of mobile money, crowdsourcing and many other innovations, Kenya is quite remarkable."

New AT&T Eco-Rating System to Help Consumers Learn About Environmental Features of Mobile Devices

Wireless Shoppers Soon to Have Information on Device Materials, Energy Efficiency and Other Sustainability Attributes

People eager to check out the newest, fastest and coolest mobile handset devices will soon be able to learn about its environmental features too.
That’s because a new eco-rating system is slated for launch later this year by AT&T*, which developed the system in collaboration with BSR, a global business network and consultancy focused on sustainability. Consumers will find AT&T eco-ratings on simple, easy-to-read-and-understand labels appearing on AT&T-branded mobile devices, once they are implemented in a few months.
The new system, which sets an example for industry-wide sustainability efforts, is a direct response to customer wants and needs. According to a Deloitte study* on consumer trends in the purchase of sustainable products, 54 percent of surveyed shoppers consider sustainability to be one of their decision making factors.
AT&T’s eco-rating system will cover attributes such as: environmentally preferable materials, energy efficiency, responsible end-of-life treatment and environmentally-responsible manufacturing. In assigning ratings, device manufacturers will submit an assessment of each device to determine how many of 15 key criteria are met. These criteria cover everything from the percentage of recycled metals used in the device, to restriction of compounds such as lead, cadmium, mercury, nickel and antimony trioxide/antimony compounds. The overall rating represents the composite score of these environmental attributes.
AT&T will add the ratings icon to in-store collateral later this year. Consumers will also be able to visit a website to obtain detailed information about how AT&T and BSR devised the ratings, learn more about what makes up the overall sustainability scale for mobile devices and see available products.
AT&T plans to evolve the rating system as technological innovations, industry norms and sustainability needs change.
“Increasingly, consumers are mindful of a product’s impact on the environment. We are excited to work with leading third-party organizations like BSR and our suppliers to help make it easier for our customers to learn about the environmental impact of products they plan to purchase,” said Jeff Bradley, senior vice president, Devices, AT&T Mobility. “Our new eco-rating system will make it easier for our customers to make more informed purchasing decisions.”

Ultra-sustainable zHome becomes the first community of WaterSense labeled new homes in the Nation

(Seattle – Jan. 25, 2012) zHome – the ultra-sustainable, 10-unit townhome development in Issaquah, WA that is redefining the future of housing – is also the first community in the Nation in which every home has earned the WaterSense label for new homes. EPA’s WaterSense program is modeled after its highly successful Energy Star program. The goal of WaterSense is to significantly reduce water use nationwide to save water resources for future generations.
A home that is certified to earn the WaterSense label will use at least 20 percent less water than a standard, newly-constructed home and the high-efficiency WaterSense labeled fixtures perform as well or better than their traditional counterparts. The benefits of the certification include:
  • Lower utility bills for future residents
  • Reduced strain on water and wastewater systems
  •  More water left in streams and aquifers for salmon, recreation and other uses
  • Fewer greenhouse gas emissions due to reduced energy demands from water treatment and delivery
zHome was designed to push the limits of sustainable, production housing. It is the first townhome, zero-energy, carbon-neutral community in the United States, and also received the Forest Stewardship Council’s 2011 award for the best residential project in North America.
In addition, zHome strove to demonstrate a multitude of water-efficient technologies, with a net reduction of 70 percent in potable water use compared to a typical King County home. Cascade Water Alliance provided WaterSense labeled toilets, showerheads, and bathroom faucets, as well as innovative, real-time use monitors for every unit to ensure maximum efficiency. Each zHome unit also includes a rainwater harvesting tank (ranging in size from 1,000- to 1,800-gallons) that is used for clothes washing and toilet flushing.
“EPA is proud to recognize the zHome project, built and developed by Ichijo USA and Seattle builder Matt Howland, as one of the leaders in the Pacific Northwest in helping to advance water efficiency,” said Paula vanHaagen, EPA’s Manager, Grants and Planning Unit in Seattle.
zHome was brought to life through a highly collaborative public/private partnership spearheaded by the City of Issaquah, in conjunction with Built Green, King County, Port Blakely Communities, Puget Sound Energy and the Washington State University Energy Program.
“We are extremely excited that the zHome units received the new WaterSense New Homes certification,” said Issaquah Mayor Ava Frisinger. “We hope zHome inspires homebuilders and homeowners to take advantage of the same water-saving benefits with their projects.”
Cascade Water Alliance, a long-time WaterSense promotional partner, is a non-profit corporation with the goal of providing safe, clean, and reliable water to its 400,000 residents and 22,000 businesses. Cascade is made up of the cities of Bellevue, Redmond, Kirkland, Issaquah, Tukwila, the Covington Water District, and the Sammamish Plateau and Skyway Water and Sewer Districts.
