Secretary Visits Virginia Farm, Announces Progress on Effort to Reduce Farm Sediment Runoff into the Chesapeake Bay Watershed

Yesterday, Agriculture Secretary Tom Vilsack visited a Virginia Century Farm in Stafford County to release a new report that shows how farmers like Gerry Silver are helping make significant progress in reducing sediment and nutrient runoff into the Chesapeake Bay Watershed.
The Secretary lauded Silver Ridge Farm as a gold standard for conservation because the owners have implemented voluntary conservation practices such as cover crops and no-till planting to control soil erosion and prevent the release of nitrogen and phosphorus into area waterways.  Though the family has kept the land in continuous agricultural use for more than 100 consecutive years, he called the operation a “farm of the future” because the family has continued to evolve their operation over time to maintain productivity and diversify income opportunities.
The farm was the perfect setting to spotlight USDA’s Natural Resources Conservation Service (NRCS) Conservation Effects Assessment Project (CEAP) report, the only regional effort that scientifically and statistically matches farmers’ actions with soil, landscape and climate to quantify agricultural impacts on water quality.  The report estimates that conservation practices applied by farmers and landowners in the region since 2006 are reducing nitrogen and phosphorus leaving fields by 48.6 million pounds each year (26 percent) and 7.1 million pounds (46 percent) respectively.
In addition, the report said the use of cover crops nearly quadrupled from 2003-2006 to 2011, with adoption increasing from only 12 percent of acres to 52 percent of acres with a cover crop at some point in the rotation.  In 2003-2006, 19 percent of cropped acres had a high need for conservation treatment; by 2011, only four percent of acres were in that category.
Importantly, conservation practices adopted by Bay producers since 2003-06 have reduced average annual edge of field losses of sediment by 15.1 million tons (60 percent).  This amount of sediment would produce enough dirt to fill 150,000 railroad cars on a train that would stretch 1704 miles, or further than the distance from Washington, DC, to Albuquerque, New Mexico, every year.

Richard Street, At-Large Member of the Virginia Soil and Water Conservation Board, highlighted the need for partnership efforts to improve Bay health. “USDA, NRCS, and state agencies need to work together to assist local jurisdictions and governments to improve the health of the Bay,” said Richard Street.  Street, who is also a Senior Environmental Engineer with Spotsylvania County, added, “In Spotsylvania County, we took our cue from farmers in using a voluntary approach to conservation activities in urban settings with low impact development.”
The National Association of Conservation Districts (NACD) released a statement saying it was pleased by the CEAP report findings. According to NACD, “The report, which demonstrates a reduction in runoff of nutrients and sediment in the Chesapeake Bay Watershed, reflects the focused approach on implementing voluntary, incentive-based conservation practices in the Bay through the partnership of conservation districts, producers, state and federal agencies including NRCS and the Farm Service Agency.”
“This is a great day for agriculture,” said NACD President Earl Garber. “The CEAP report clearly demonstrates that producers’ proactive, voluntary use of good conservation practices is paying off in a big way in the watershed.”
Sean Garvin, Region 3 Administrator for the Environmental Protection Agency said, “Farmers have stepped up their efforts to implement conservation practices to clean up the Chesapeake Bay Watershed and the progress reported by USDA in its CEAP report today is consistent with the rates reported through the Chesapeake Bay Program (CBP) Partnership.”
The Chesapeake Bay Watershed touches six states (Delaware, Maryland, New York, Pennsylvania, Virginia and West Virginia) and the District of Columbia. The area is home to 17 million people.  More than 150 major rivers and streams flow into the Bay, the largest estuary in the United States.

Secretary's Column: A New Report Shows the Critical Benefits of Farm Bill Conservation

America’s farmers, ranchers and landowners have led the way in recent years to conserve and protect our soil, water and wildlife habitat.
With the help of Farm Bill programs, the U.S. Department of Agriculture has worked with a record number of producers since 2009 – more than 500,000 of them – to get this important work done.
Ever since the Dust Bowl, we’ve known that investments in conservation on working lands and other wild areas is important. And this week, a new report amplified our understanding for the critical importance of the Farm Bill in protecting natural resources in the Chesapeake Bay Watershed.
The report showed that over the past seven years, conservation efforts have reduced the amount of nitrogen leaving fields by 48.6 million pounds each year – about 26 percent – and reducing phosphorus by 7.1 million pounds, or 46 percent.
These conservation practices are also preventing soil erosion, helping to ensure that our farm fields across the Chesapeake Bay Watershed remain vibrant and productive in the years to come. Conservation practices have lowered the estimated amount of eroded soil by about 15.1 million tons every year, or 60 percent. Put another way, that’s enough soil to fill about 150,000 railcars.
In addition to ensuring healthy cropland and clean water, these programs strengthen wildlife habitat that boosts outdoor recreation. From hunting and fishing, to camping and hiking, outdoor recreation adds more than $640 billion in benefits to our economy each year.
The Chesapeake Bay watershed initiative is just one of many landscape-scale initiatives undertaken by USDA in recent years. From the Mississippi River Basin to the Ogallala Aquifer, USDA has worked with producers to enroll millions of acres in targeted landscape initiatives – and today’s report once again highlights the positive impact this work can have across the nation.
From clean soil to healthier water, the benefits of conservation impact every American – and they’re one reason why USDA is pressing Congress this fall to provide a comprehensive, multiyear Food, Farm and Jobs Bill that continues our record conservation efforts.
A new Farm Bill would continue targeted conservation efforts on working lands that ensure soil quality, water quality, erosion control, forest restoration, and wildlife habitat.  It would continue major working land programs such as the Environmental Quality Incentives Program and Conservation Stewardship Program, through which USDA has provided more than 190,000 landowner contracts since 2009, as well as the Conservation Reserve Program under which we have held a signup each year during this Administration.
A new Farm Bill would also ensure that tens of millions of acres remain in conservation practices by linking crop insurance compliance to conservation program participation.
Across the nation, our farmers, ranchers and landowners are stepping up to protect our natural resources. They deserve our support – and the most important thing that can happen today is for Congress to achieve passage of a new Food, Farm and Jobs Bill that stands by producers and continues our long legacy of conservation.

Restoration Efforts May Mean More 'Chestnuts Roasting....'

“Chestnuts roasting on an open fire,” is a line from a song that conjures up fond holiday memories for some Americans. For others, the joy of roasting chestnuts has yet to be experienced. But the lack of American chestnuts could change in the coming years, thanks to some very dedicated people.
The U.S. Forest Service and its partners may be one step closer to restoring the American chestnut tree to parts of the mountains and forests of the southern United States. Since 2009, they planted close to 1,000 potentially-blight resistant American chestnut trees on national forests in North Carolina, Tennessee and Virginia.
To date, more than 80 percent of the American chestnut backcross hybrid saplings planted in the national forests have survived. Most of the trees are healthy, growing steadily and showing differing levels of resistance, a sign of encouragement to the hopeful community of people working to return the tree to its native range.
The once-young seedlings have reached an average height of 8 feet and have overcome what Stacy Clark, a Forest Service scientist at the agency’s Southern Research Station, calls “planting shock” by developing a strong root system and adapting to their new environment.
Before the introduction of the chestnut blight in the early 20th century, American chestnut trees dominated forests of the eastern United States. Known as the Redwood of the East, they often reached towering heights of 150 feet. At one time, one in every four hardwood trees in the East was an American chestnut, according to estimates.
By the 1950s, the blight had killed billions of trees and left the species virtually non-existent. Today, any chestnuts found in the Eastern forests never grow beyond a few feet tall and rarely flower. Chestnut trees have reached a “genetic dead-end” in the United States because of their inability to reproduce.
“One level of success is to develop a tree that will survive long enough to naturally pollinate and reproduce,” said Bryan Burhans, president of The American Chestnut Foundation. “The Forest Service and its scientists work with the foundation on a number of different levels, in the field and with planning and monitoring. There are all kinds of ways that we have worked together.”
Burhans says he is optimistic about the future of the American chestnut hybrid, but admits that the trees planted in national forests face challenges in the coming years. As the trees continue to mature, their blight-resistance will be put to the test.
Meanwhile, Clark, foundation scientists and others will continue to look for conditions and other useful information that will help to return chestnuts to the East.
“There is still a lot to learn about these trees,” said Clark. “And there is a lot more work to be done in restoring the American chestnut.”
With ongoing refinement of the hybrid trees, collaboration with partners and with hope, widespread restoration of the American chestnut may become a reality in the next 100 years.
It may also offer opportunity for a favorite holiday pastime to re-emerge as part of celebrating the season with song and sustenance.

(Seattle – December 5, 2013) Rabaul Diesel Inc., of Seattle, Washington (also known as RDI Marine) has agreed to pay penalties and replace or modify six marine diesel engines that violated federal clean air rules.  The engines were installed on six commercial fishing vessels destined for use in Alaska’s Bristol Bay.  

According to settlement details, the six diesel engines were certified for recreational, not commercial use. Title II of the federal Clean Air Act requires that only engines that are certified for commercial operation be installed in new commercial vessels. The different requirements for recreational and commercial marine diesel engines reflect how much air pollution the engines may produce when used as designated over the course of their lifetime.

RDI Marine has agreed to replace the engines with compliant engines or modify the engines to make them identical in all respects to compliant commercial engines.  As part of the settlement, RDI Marine also agreed to pay a $39,000 civil penalty.

EPA Releases Updated Sustainability Plan 
WASHINGTON
 – As part of President Obama’s Climate Action Plan to cut carbon pollution and lead in clean energy, EPA today released its 2013 Strategic Sustainability Performance Plan that outlines actions planned over the next year to cut energy use and waste in agency operations. President Obama signed Executive Order 13514 on Federal Leadership in Environmental, Energy, and Economic Performance in October 2009, setting aggressive targets for reducing waste and pollution in Federal operations by 2020. EPA’s 2013 Sustainability Plan builds on four years of progress under the Executive Order and provides an overview of how the agency is saving taxpayer dollars, reducing carbon emissions, and saving energy.

The 2013 Sustainability Plan will also help guide EPA’s actions to meet the new goal President Obama set today with a Presidential Memorandum directing the Federal Government to consume 20 percent of its electricity from renewable sources by 2020 – more than double the current level. Meeting this renewable energy goal will reduce pollution in our communities, promote American energy independence, and support homegrown energy produced by American workers.

Since 2009, EPA has:

- Reduced energy use by almost 8%; allowing EPA to avoid $1.5 million in utility costs annually. Compared to the 2003 baseline, EPA has reduced energy by more than 25%
- Used renewable energy and purchased Green Power Renewable Energy Credits equal to 100% of its conventional electricity use. Use of Green Power, coupled with energy conservation and fleet management efforts, reduce EPA Scope 1 and 2 Greenhouse Gas emissions by nearly half from FY 2008 levels.
- Reduced annual water use by more than 25% – that’s more than 30 million gallons per year.

The 2013 Sustainability Plan outlines actions planned for the upcoming year to continue progress in meeting the President’s goals, including:

- Pursuing reconstruction of key EPA research infrastructure. Projects completed at the Cincinnati, OH, A.W. Breidenbach Environmental Research Center, EPA’s second largest research center, have already reduced energy use by more than 30%.
- Consolidating the Research Toxicology Laboratory in Durham, NC into the Main laboratory at Research Triangle Park, NC. This project will reduce agency rent costs, cut greenhouse gas emissions, and result in a net reduction in EPA space without impacting research capacity.
- Continuing work on EPA’s award winning water conservation program.

EPA Administrator Gina McCarthy to Travel to China to Discuss US-China Clean Air and Climate Cooperation
WASHINGTON - U.S. Environmental Protection Agency Administrator Gina McCarthy will arrive in China beginning on Monday, December 9, to discuss US-China cooperation on air quality, climate pollution and environmental issues. She will travel to Beijing, Shanghai and Hong Kong during her four-day visit.
While in China, Administrator McCarthy plans to underscore steps China has already taken to address air pollution, additional steps to come, and how the United States and China can continue to work together. Highlights of her visit include co-chairing the U.S.-China Joint Committee on Environmental Cooperation; delivering a keynote speech at Tsinghua University; and meeting with senior officials, business leaders and NGOs.
The U.S. and China represent the world’s largest economies, consumers of energy, and emitters of carbon pollution. Climate change is a shared challenge, and building on more than 30 years of successful cooperation and partnership, the United States and China must work together to build a clean energy economy for a healthier, safer planet.
Earlier this year, President Obama announced a Climate Action Plan that outlines commonsense steps to cut carbon pollution from power plants, the biggest individual source of carbon pollution in the United States. In September, the EPA proposed standards for new power plants that are flexible, drive economic growth, and spark the clean energy innovation needed for a low-carbon economy.
China is taking action to address climate change while reducing traditional air pollution and promoting economic growth, and the U.S. stands ready to help.
