Obama Administration Finalizes Historic 54.5 mpg Fuel Efficiency Standards
 Consumer Savings Comparable to Lowering Price of Gasoline by $1 Per Gallon by 2025

WASHINGTON, DC – The Obama Administration today finalized groundbreaking standards that will increase fuel economy to the equivalent of 54.5 mpg for cars and light-duty trucks by Model Year 2025. When combined with previous standards set by this Administration, this move will nearly double the fuel efficiency of those vehicles compared to new vehicles currently on our roads. In total, the Administration’s national program to improve fuel economy and reduce greenhouse gas emissions will save consumers more than $1.7 trillion at the gas pump and reduce U.S. oil consumption by 12 billion barrels.

“These fuel standards represent the single most important step we’ve ever taken to reduce our dependence on foreign oil,” said President Obama. “This historic agreement builds on the progress we’ve already made to save families money at the pump and cut our oil consumption. By the middle of the next decade our cars will get nearly 55 miles per gallon, almost double what they get today. It’ll strengthen our nation’s energy security, it’s good for middle class families and it will help create an economy built to last.”

The historic standards issued today by the U.S. Department of Transportation (DOT) and the U.S. Environmental Protection Agency (EPA) build on the success of the Administration’s standards for cars and light trucks for Model Years 2011-2016. Those standards, which raised average fuel efficiency by 2016 to the equivalent of 35.5 mpg, are already saving families money at the pump.

Achieving the new fuel efficiency standards will encourage innovation and investment in advanced technologies that increase our economic competitiveness and support high-quality domestic jobs in the auto industry. The final standards were developed by DOT’s National Highway Traffic Safety Administration (NHTSA) and EPA following extensive engagement with automakers, the United Auto Workers, consumer groups, environmental and energy experts, states, and the public. Last year, 13 major automakers, which together account for more than 90 percent of all vehicles sold in the United States, announced their support for the new standards. By aligning Federal and state requirements and providing manufacturers with long-term regulatory certainty and compliance flexibility, the standards encourage investments in clean, innovative technologies that will benefit families, promote U.S. leadership in the automotive sector, and curb pollution.

“Simply put, this groundbreaking program will result in vehicles that use less gas, travel farther, and provide more efficiency for consumers than ever before—all while protecting the air we breathe and giving automakers the regulatory certainty to build the cars of the future here in America,” said Transportation Secretary Ray LaHood. “Today, automakers are seeing their more fuel-efficient vehicles climb in sales, while families already saving money under the Administration’s first fuel economy efforts will save even more in the future, making this announcement a victory for everyone.”

“The fuel efficiency standards the administration finalized today are another example of how we protect the environment and strengthen the economy at the same time,” said EPA Administrator Lisa P. Jackson. “Innovation and economic growth are already reinvigorating the auto industry and the thousands of businesses that supply automakers as they create and produce the efficient vehicles of tomorrow. Clean, efficient vehicles are also cutting pollution and saving drivers money at the pump.”

The Administration’s combined efforts represent the first meaningful update to fuel efficiency standards in decades. Together, they will save American families more than $1.7 trillion dollars in fuel costs, resulting in an average fuel savings of more than $8,000 by 2025 over the lifetime of the vehicle. For families purchasing a model Year 2025 vehicle, the net savings will be comparable to lowering the price of gasoline by approximately $1 per gallon. Additionally, these programs will dramatically reduce our reliance on foreign oil, saving a total of 12 billion barrels of oil and reducing oil consumption by more than 2 million barrels a day by 2025 – as much as half of the oil we import from OPEC each day.
The standards also represent historic progress to reduce carbon pollution and address climate change. Combined, the Administration’s standards will cut greenhouse gas emissions from cars and light trucks in half by 2025, reducing emissions by 6 billion metric tons over the life of the program – more than the total amount of carbon dioxide emitted by the United States in 2010.

President Obama announced the proposed standard in July 2011, joined by Ford, GM, Chrysler, BMW, Honda, Hyundai, Jaguar/Land Rover, Kia, Mazda, Mitsubishi, Nissan, Toyota, and Volvo, as well as the United Auto Workers. The State of California and other key stakeholders also supported the announcement and were integral in developing this national program.

In achieving these new standards, EPA and NHTSA expect automakers’ to use a range of efficient and advanced technologies to transform the vehicle fleet. The standards issued today provide for a mid-term evaluation to allow the agencies to review their effectiveness and make any needed adjustments.

Major auto manufacturers are already developing advanced technologies that can significantly reduce fuel use and greenhouse gas emissions beyond the existing model year 2012-2016 standards. In addition, a wide range of technologies are currently available for automakers to meet the new standards, including advanced gasoline engines and transmissions, vehicle weight reduction, lower tire rolling resistance, improvements in aerodynamics, diesel engines, more efficient accessories, and improvements in air conditioning systems. The program also includes targeted incentives to encourage early adoption and introduction into the marketplace of advanced technologies to dramatically improve vehicle performance, including:

  • Incentives for electric vehicles, plug-in hybrid electric vehicles, and fuel cells vehicles; 
  • Incentives for hybrid technologies for large pickups and for other technologies that achieve high fuel economy levels on large pickups; 
  • Incentives for natural gas vehicles; 
  • Credits for technologies with potential to achieve real-world greenhouse gas reductions and fuel economy improvements that are not captured by the standards test procedures.

ATLANTA – On August 29, U.S. Environmental Protection Agency (EPA) Regional Administrator Gwen Keyes Fleming will join Mayor Kasim Reed, U.S. Department of Housing and Urban Development (HUD) Regional Administrator Ed Jennings, Jr. and Federal Transit Administration (FTA) Regional Administrator Dr. Yvette Taylor to celebrate the third anniversary of the Partnership for Sustainable Communities (Partnership).  The Partnership is an interagency effort to help communities nationwide improve access to affordable housing, increase transportation options, and lower transportation costs while protecting the environment and people’s health.
To celebrate the local accomplishments of this partnership initiated within the city of Atlanta, a program and workshop has been planned to share the Partnership’s successes and plans for the future. Stakeholders, that include neighborhood, non-profit and elected leaders, will share information on what has worked in southwest Atlanta.  Representatives from nearby communities will also discuss how Partnership projects are setting trends in their area.

EPA Announces More than $1 Million for MSU and Michigan Tech to Examine Extreme Weather Impacts

(CHICAGO – August 27, 2012) The U.S. Environmental Protection Agency has announced more than $1 million for Michigan State University and Michigan Technological University to research the impact of extreme weather on water and air quality.

Michigan State in East Lansing was awarded a $750,000 grant to quantify the relationship between extreme weather events and harmful algal blooms and to predict the effects of climate change on algal blooms and water quality. Increases in water temperature with more frequent and severe floods and droughts could worsen water quality. Using satellite images and water quality models, researchers will help to improve long-term water quality management.
Michigan Tech in Houghton was awarded a $374,960 grant to research projected changes in weather such as heat waves, lightning and lightning-caused wildfires, and their impact on air quality. Researchers will attempt to quantify the impact of extreme weather on particulate matter and smog, which can harm human health.

“It’s important to understand how extreme weather events affect air and water quality,” said Bob Kavlock, deputy assistant administrator for science for EPA’s Office of Research and Development.
Over the past several months, EPA has awarded nearly $9 million to 14 projects to research and develop tools and technologies that help prepare air and water quality management systems for extreme weather. For more information about the projects: http://www.epa.gov/ncer/xevents.

EPA Announces $748,902 for Ohio State University to Examine Extreme Weather Impacts

(CHICAGO – August 27, 2012) The U.S. Environmental Protection Agency has announced a $748,902 grant for Ohio State University to study the connection between extreme weather and water quality.

Ohio State researchers will study the relationship between water quality and extreme weather events that are projected to increase due to climate change. Increased flooding, excessive heat and prolonged droughts could harm water quality in Lake Erie. Researchers will examine how and whether harmful algal blooms, cyanotoxins and disinfectant byproducts in drinking water could threaten human health. This work will help to improve future water quality management.

(Kansas City, Kan., August 27, 2012) – EPA Region 7 and the Missouri Department of Natural Resources have issued final hazardous waste permit modifications that will allow better coordination of environmental investigations and hasten the cleanup of the Bannister Federal Complex in Kansas City, Mo.

The two environmental agencies issued the permit modifications to the U.S. Department of Energy and the U.S. General Services Administration, both of which have responsibility for different parts of the complex located at 2000 E. Bannister Road in southeast Kansas City, Mo.

The U.S. Department of Energy owns the Kansas City Plant and the U.S. General Services Administration owns the remaining portions of the federal complex. Last September, DOE and GSA submitted a permit modification request asking that DOE’s hazardous waste permits include the entire complex and that GSA be added as a permittee. Both DOE and GSA were performing environmental investigation and cleanup activities on their respective portions of the complex, but under separate environmental laws.

The final permit modifications issued by EPA and MDNR require DOE and GSA to conduct further environmental investigation, monitoring, risk-assessment and cleanup.

EPA issued the final Hazardous and Solid Waste Amendments Part II Permit Modifications. MDNR issued the final Missouri Hazardous Waste Management Facility Part I Permit Modifications. These modifications, as well as a summary and response to comments received during the public comment period, are available online at www.dnr.mo.gov/env/hwp/permits/notices.htm.

EPA and Baltimore's CNX Marine Terminals, Inc. Settle Water and Waste Violations

PHILADELPHIA (August 23, 2012) -- CNX Marine Terminals, Inc. has agreed to pay a $34,600 penalty to settle alleged violations of federal environmental laws involving the discharge of pollutants in stormwater runoff, the operation and maintenance of underground storage tank systems and waste storage, the U.S. Environmental Protection Agency announced today. The alleged violations were at the CNX terminal at 3800 New Gate Ave., Baltimore, Md.

According to the consent agreement and final order, the specific alleged violations include unauthorized stormwater discharges from a pipe into the Janney Run Creek, failure to properly operate and maintain the release detection system on a 2,000-gallon underground storage tank, failure to conduct a line tightness test on the underground storage tank every three years, and failure to properly store used fluorescent lamps.

The $34,600 settlement penalty reflects the cooperation of CNX Marine Terminals with EPA's investigation.

Uncontrolled stormwater runoff often contains sediment, suspended solids, oxygen-demanding compounds and other pollutants that can harm our nation's waterways. Under the Clean Water Act, facilities must obtain permits issued by EPA or the state environmental agency before discharging stormwater runoff into waterways. These permits include requirements for erosion and sediment controls and precautionary best management practices such as spill prevention safeguards, material storage, and employee training.

Underground storage tanks (UST) must be tested to prevent leaks because the greatest potential threat from a leaking UST is contamination of groundwater, the source of drinking water for nearly half of all Americans. These leaks can threaten public safety and health as well as the environment because UST systems contain hazardous and toxic chemicals. Cleaning up petroleum leaks is difficult and usually expensive. Federal regulations ensure that USTs are structurally sound because it is easier and less costly to prevent leaks before they happen.
